OBJECTIVES OF THE PROGRAMME
The objectives of the WHO Global Malaria Programme (GMP) are to: 1) Address key malaria control and elimination strategic questions; 2) Set, communicate & disseminate evidence-based normative guidance, policy advice and implementation guidance to support country action; 3) Coordinate WHO capacity building & technical support to Member States, jointly with Regions, ISTs and Countries; 4) Help countries develop and implement robust surveillance systems to generate quality data and use those data to achieve greater impact; 5) Keep an independent score of global progress in malaria control and elimination, including drug & insecticide resistance. The 10+1 initiative will promote the strategic use of information to increase coverage of proven interventions, optimally delivered by stronger health systems in diverse settings. Support will be provided to achieve the greatest public health dividend on route to realizing Universal Health Coverage. Data and information will be used to track progress, demonstrate success and subsequently extend best practice to all high burden countries. The approach will facilitate, and be facilitated by, the strengthening of national capacities and systems to use evidence to make good public health and service delivery decisions. WHO will provide essential support through sharpening our science and evidence-based normative guidance and increasing our focus on supporting countries in the adoption and adaptation of WHO norms, standards and agreements, based on local context. In addition to ensuring the appropriate use of evidence based technical strategies, WHO will work with countries to address the barriers that impede the expansion of access to appropriate quality services to prevent and treat malaria and other health priorities. There are multiple dimensions of coordination that will need to be addressed in order to achieve a more coherent approach for impact in high burden settings. Under government stewardship, WHO partner agencies, partnerships and networks will contribute to stronger health systems, by improving national data systems, building relevant human capacities and supporting more effective regional, national and sub-national coordination.
DESCRIPTION OF DUTIES
Under the leadership of the Director, GMP, the Adviser will:--> Orchestrate a common vision and narrative for 10+1 by working within WHO and with national governments and partners, demonstrating how the approach will achieve impact.--> Support all levels of WHO senior management to engage with global health leaders and Heads of State of high burden countries. Through which, exploit the political processes in health and ensure that addressing malaria in high burden settings is captured as a deliverable of universal health coverage and health systems strengthening. In addition, support the critical role of government and multisectoral actions to promote greater coherence across sectors to increase access to health services and address the other factors that determine malaria transmission.--> Facilitate a more coherent organization wide approach for health system strengthening that provides the foundation for UHC and reducing malaria. The organization wide focus on UHC and an institutional commitment to work more coherently is an opportunity to maximize the full potential of the WHO and partners to support countries to strengthen their health systems and reduce the burden of malaria. --> Collaborate with other international organizations to establish clear roles of different partners to work in a complementary way in reducing the high burden of malaria. This should include the Roll Back Malaria Partnership, the African Leaders Malaria Alliance, Global Fund, US Presidents Malaria Initiative, the Bill & Melinda Gates Foundation, UK Department for International Development, academics and civil society. --> Contribute to the translation of robust evidence platforms to facilitate the efficient and equitable use of resources, demonstrate progress, identify lessons and good practices and establish clear roles and responsibilities of collaborative partners.--> Communicate the benefits of 10+1 to maintain the momentum and establish long term national commitments to increase the volume and impact of domestic financial resources for heath.
REQUIRED QUALIFICATIONS
Education
Essential : Advanced level University degree in medicine.
Desirable :
Experience
Essential : --> At least 10 years of experience delivering programs in developing countries and supporting national health response, infectious disease control and health systems strengthening--> Experience in national and global policy development and the use of data and evidence for decision making --> Knowledge of international health system including experience of working in the bilateral and multilateral system. --> Experience in managing complex multi-country malaria programmes in Africa.
Desirable : Experience in facilitating meaningful partnerships to achieve results. Demonstrated use of innovative approaches in support of public health.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 85,543 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5354 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
