OBJECTIVES OF THE PROGRAMME

The country focus policy was developed to enhance WHO's contribution to national health outcomes, and ultimately people's health and development within countries, and to enable the countries to participate in and contribute to the global and regional public health action. Four priorities have been set in the policy: policy orientation towards meeting country needs, supporting regions and countries for performance improvement, building partnerships and mobilizing resources, and assessing WHO's contribution to the health outcomes at country level.


DESCRIPTION OF DUTIES


- Develop innovative ways in articulating country focus policy and influencing WHO's process impacting country level work to better respond to country needs.


 


- Design and implement an assessment framework for assessing WHO's contribution to the health outcomes at country level.


 


- Direct the planning, implementation and monitoring of the CCS aimed at strengthening national health systems.


 


- Lead the analysis and the dissemination of information and intelligence on country presence for sharing best practices and lessons learned to improve the performance of the secretariat.


- Manage the effective functioning of the country support unit network including the strengthening of country support units in the regional offices.


 


- Represent the Organization in interagency, international and national meetings, as appropriate, providing the recognized authoritative advice to external partners and Member States on WHO's country focus policy and strategies that expand the organization's opportunities to better support the country needs and demand.


 


- Any other duties assigned by the Director.


 


Main achievements


- Principles of joint planning and 'one WHO country plan and budget' applied in operational planning for improving performance at country level.


 


- Strengthened regional Country Support Units and enhanced functioning of the Network.


 


- CCS became the organizational instrument to align its work with national strategies at country level and for harmonizing the work with the UN system and other development partners.


 


- Knowledge and intelligence on countries analyzed, disseminated and accessible for sharing best practices across regions.


 


- Framework for WHO performance at country level developed and used for assessing WHO's contribution to the health outcomes at country level.


REQUIRED QUALIFICATIONS


Education


Essential : Post graduate degree from a recognized university with doctoral degree in Public Health, preferably in health policy analysis and health management.




Experience


Essential : More than 15 years experience of dealing with health development and health management issues in different national contexts.


Experience of working with both international agencies and at national level. Experience of managing and coordinating collaborative work with several stakeholders in and outside the organization.
Desirable : Minimum of 10 years experience in international cooperation in health or development related fields.


Experience in working at country, regional and global levels in WHO.


Skills


Broad knowledge of public health issues and health systems.


Ability to work harmoniously in a collaborative workspace.


Excellent organizational, analytical, inter-personal, negotiation and coordination skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 97,805 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5779 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
