OBJECTIVES OF THE PROGRAMME

The Department of Finance ensures that the financial management framework provides the required financial controls, reporting systems and procedures to meet the Organization's needs. It is therefore responsible for WHO's accounting policy and systems, corporate accounting, financial reporting, income and expenditure, donor accounting and reporting and treasury management policies. The Department of Finance has also the responsibility for pension and insurance services.


DESCRIPTION OF DUTIES


WHO Staff Pension Committee (WHOSPC):


- Provides assistance in all aspects of the disability benefit process, including drafting of routine correspondence, preparation of new and review cases for submission to the WHO Staff Pension Committee, in close coordination with the Staff Health and Wellbeing Services, HR services and the UNJSPF;


- Assists in the setting upof the annual WHO Staff Pension Committee meeting and in the preparation of all related documents, meeting records and communications to the UNJSPF, participants or beneficiaries;


- Initiates travel arrangements for WHO Staff Pension Committee members participating to the annual Committee and Board meetings;


- Tracks and maintains the accurate and timely filing of all disability documents;


- Assists in the administration of recognition of personal status by the Fund and of corrections of date of birth;


- Ensures that all records and correspondence for the above are kept private and confidential. Separations:


- Processes separation files. Reviews contributions against contributory service history to determine benefits and options. Verifies break in service, leave without pay, part-time employment, validation and restoration elections. Prepares benefit estimates and gives guidance to participants on the different benefit options. Verifies dependants and personal status against supporting documents. Obtains, compiles and verifies all payment instructions and other required forms. Initiates Separation Notification and Flowcharts.


- Prepares separation files, runs all related reports in PENSYS, GSM or other sources and proceeds to basic verifications to check accuracy of data and to facilitate/expedite the processing of files by other colleagues;


- Assists in the review of correctness and validity of all payment instructions received, reverts to participants, Regional or Country office focal points as required to obtain additional/valid information, records receipt of all documents in the log on a daily basis;


- Conducts thedaily registration and distribution of incoming and outgoing mail; logs all documents;


- Assists on the daily management of the pension generic e-mail inbox and responds to routine queries by providing basic information to participants and /or forwards them to colleagues for appropriate action.


Other Duties


- Handles independently daily routine queries via e-mails, telephone, mail and individual consultations in a timely manner within the delegated authority;


- Performs the timely and accurate filing of all pension documents, files, reports, affiliation letters, PENS.A/2 forms, separations, benefit letters and maintains related lists up to date and locates files as required;


- Drafts, edits, maintains and updates templates for standard communications or attestations in English and French;


- Provides general secretarial, administrative, and clerical support to the team;


- Performs all other duties as required or instructed to take into consideration seasonal core activities or absences of colleagues.


REQUIRED QUALIFICATIONS


Education


Essential : Completion of secondary school education or equivalent.


Desirable : Higher education an advantage


Experience


Essential : A minimum of 5 years of relevant experience, including at least 1 year of practical experience within WHO, a UN agency, or an International Organizationin in the administration of pension or social security benefits. Demonstrated experience in the organization and administration of meetings/committees.




Skills


The incumbent independently controls a high volume of work by revising own priorities on an ongoing basis, and taking into consideration seasonal activities. The incumbent uses mature judgement when responding to unusual requests, courtesy when dealing with participants, UNJSPF and other stakeholders and diplomacy when dealing with sensitive requests.


The incumbent ensures that all tasks are carried out with due regard to the UNJSPF regulations, rules, administrative manual and guidelines.


The incumbent escalates non-routine cases to supervisor and/or UNJSPF as required and handles all matters under strict confidentiality and within the delegated authority.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at CHF 74,343 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
