The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The WHE Response division (WRE) is responsible for rapidly detecting and responding to health emergencies while leveraging relevant national and international partnerships, ensuring that emergency-affected populations in acute and protracted emergencies have access to essential health services and that systems are maintained and strengthened in fragile, conflict and vulnerable settings while implementing at scale, proven prevention strategies for priority pandemic/epidemic-prone diseases. The Health Emergency Information and Risk Assessment Department is responsible for identifying new public health events, assessing risks to public health, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners and stakeholders.
Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties. Duties may be modified, based upon the technical needs of the Programme:
1. Manage the global daily incident database including content, structure, file location and backup system.
2. Maintain and strengthen the database to implement and operationalize improved processes and analyze queries in the database.
3. Review and validate the data on a daily basis and communicate with WHO Regional Offices on any discrepancies.
4. Maintain and update SOPs to document collection and validation processes for data collection, management and analysis.
5. Develop tools to harmonize data collection and processes.
6. Automate production of epidemiological analyses of the data, present the results of the analyses in daily and weekly products.
7. Perform ad hoc analysis upon request and ensure dissemination of information.
8. Ensure systems remain fit for purpose seeking to improve and modernize systems and processes for agility and efficiency.
9. Provide technical expertise to colleagues on data and information management and analysis.
10. Identify gaps in health information management for the pandemic, recommend corrective actions and prepare relevant documents.
11. Participate in any other activity that may be required in connection with the incident data management and perform any other incident-specific related duties, as required by the functional supervisor.
Essential:
A first level university degree in information or data management, computer sciences, statistics, applied math or public health, complemented by training in databases development and/or management from an accredited/recognized institute.
Desirable:
An advanced university degree (Masters level or above) in public health, qualitative surveillance, statistics or health informatics.
Essential:
At least five years' relevant experience combined at the national and international levels in data and/or information management, including experience in emergency operations or humanitarian context.
Desirable:
Demonstrated exposure at the international level.
Prior emergency disaster and health outbreak response or humanitarian working experience at field level, with WHO/UN agencies, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization.
Experience in designing and implementing large databases, and managing complex flows of information at field and global level.
• Demonstrated knowledge of information management and monitoring systems as related to emergency response and relief operations.
• Proven skills in the field of statistical data collection, assessment, analysis and monitoring in a public health context.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4328 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
