The Department of Human Resources and Talent Management (HRT) is responsible for providing a sound, well managed, responsive and efficient organization-wide Human Resources Management strategy, global HR policy and advisory services and operational HR measures which support the work of WHO and its member states, encompassing, but not limited to: HR Policy Development, Organizational Design and Job Classification, Talent Acquisition and Talent Management (including Workforce Planning, Succession Planning, Global staffing, Career Development and Training, Rotation and Mobility), application of the UN Common System's Compensation and Benefits, HR Legal Advisory Services, Administration of Justice, Global staff/management relations, and representation of WHO in inter-agency UN Common System HR initiatives.
Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to the needs and agenda:
1. Deployment Coordination: - liaise with Regional and Country Offices on surge requirements to identify/source and deploy Standby or other surge candidates;- revise and/or update standards for the deployment of Standby Partner personnel and other surge personnel in collaboration with HR departments, as well as SOPs, tools and guidelines, including but not limited to requirements such as key knowledge, experience and skills.
2. Information Management and Secretariat Functions:- maintain a database on Standby Partner surge requests and deployments as a source to analyse and identify trends and gaps in expertise;- proactively produce reporting documents;- assess and map Standby Partners capacity;- design communication and advocacy materials, manage the Standby Partnerships website, proposing innovative ways to improve information dissemination.
3. Technical Standards and Quality Assurance:- propose and define activities for monitoring and evaluation of SBP deployments and participate in field missions in order to assess needs, results and gaps, recommending alternative and/or improved actions.
4. Readiness and RO/CO Support:- encourage and foster the use of Standby Partnerships within WHO/HQ, Regional and Country Offices through awareness-raising, or desk and simulation activities, to promote full and comprehensive collaboration to ongoing activities and future interventions by the Standby Partnerships and Human Resources Unit.
5. Perform other related responsibilities as assigned, including replacing and backstopping for others as required.
Essential: A first level university degree in human resources management, public or business administration, social science, development studies, emergency management or humanitarian assistance and interventions.
Desirable: A first level university degree or studies in communication, media.
Essential: At least five years' experience in development or humanitarian operations with the UN and/or NGOs in program management, operations support or emergency deployment coordination. A minimum of two years of demonstrated relevant experience at the international level.
Desirable: Experience in emergency operations and inter-agency collaboration. Experience or knowledge of Standby Partnerships or surge activities.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4328 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
