Specialist, Global Sourcing Health Technologies Diagnostics - GL DThe Strategic Sourcing team is responsible for the Global Fund’s core health product sourcing activities to ensure delivery to meet grant program targets. This includes getting the right products through effective category management, engaging the right suppliers through supplier management, and negotiating the optimal prices through contract management implementation.



The Strategic Sourcing team is responsible for developing and implementing sourcing strategies over a wide range of health products with a total spend of over $1.2 billion annually. This includes implementing Market Shaping Strategies on health products and managing the sourcing activities for the centralized procurement facility, i.e. Pooled Procurement Mechanism (PPM).



The PPM annual spend of $1.2 billion, which represents over 60% of Global Fund health products spend and about 25% of Global Fund grant spend annually, is being utilized by over 60 countries.



The Supply Operations Department has a proven track-record of delivering significant value to the Global Fund. In 2017 alone, the Department was able to deliver $205 million in savings through purchasing agreements that allowed the Global Fund to procure the best quality products at the lowest sustainable prices and at the right level of innovation.



The Specialist, Global Sourcing Health Technologies Diagnostic develops and implements global Health Technologies category strategies the defined product category. The Specialist develops the product category strategy as part of the wider Health Technologies Category Strategy Specialists proactive sourcing projects, specification definition and demand management, as well as managing sub-category specific supplier performance and innovation activities.

Key Responsibilities


Category Management and strategic tendering:



  • Responsibly for supporting the Health Technologies Sourcing Manager to design and develop the product category strategy and global tendering by leveraging product and supplier knowledge, category management skills and other subject matter expertise 

  • Accountable for managing the operational implementation of the product category strategy, tender outcomes, contracts and performance

  • Responsible for providing product category input to inform the top-down saving target setting process

  • Accountable for the delivery of product category savings targets following engagement in the target setting process

  • Manages the supplier relationship by serving as the primary interface with manufacturers

  • Responsible for managing the supplier performance against agreed performance KPIs

  • Implements and ensures compliance and delivery of value in contract implementation and allocation of demand to meet contractual requirements and financial commitments

  • Implements and optimises the delivery on value from strategy and tender outcomes through supply and demand interventions

  • Implements additional strategic sourcing opportunities to further leverage spend through additional volumes or other strategic approaches within and beyond Global Fund spend


Market Shaping Strategy implementation:



  • Serves as critical implementer of the Board-approved Market Shaping Strategy objectives through both category-specific and cross-cutting elements

    • Ensure continued availability and affordability of the needed category products

    • Promote consistent quality standards through the category product portfolio procurement 

    • Support efforts to stimulate innovation through supplier relationship management

    • Accelerate adoption of new and/ or cost-effective products to maximize the program impact

    • Transfer category knowledge and promote strategic sourcing best practices and to prepare for country transition and long- term market viability 



Demand management:



  • Responsible for developing category product forecasts for category strategies, tenders, contract implementation, annual supplier financial commitments and external partner engagements to ensure that the Global Fund can anticipate health product demand and take necessary actions to ensure continuity of supply

  • Focal point for diagnostics in the inter-team and inter-divisional demand management process to meet the needs of efficient and effective sourcing and grant implementation


Transaction management:



  • Supports realization of opportunities and supply solutions for challenging Principal Recipient requests in terms of products and/or timing


Tool and system support:



  • Identifies business needs, opportunities, and challenges with regards to category management

Qualifications


Essential:



  • Advanced degree in health, science or business field, ideally associated with business administration or financial qualification


Experience


Essential:



  • Demonstrated extensive experience in public/ private health product sourcing


Desirable:



  • Relevant experience engaging with/ within Lower Middle Income Countries (LMICs)

Languages:


An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
