OBJECTIVES OF THE PROGRAMME

The Health Security Preparedness (HSP) department supports Member States in enhancing national preparedness across the IHR core capacities to manage all-hazard risks and emergencies, and to build multisectoral approaches for health security. It ensures that WHO supports Member States to build sustainable preparedness capacities and scale up the implementation of the IHR (2005), and support the implementation of the Sendai Framework, the WHO Health Emergency and Disaster Risk Management Framework, Paris Agreement on Climate Change and other related global and regional frameworks. The department also establishes strategic links to, and supports the advancement of global initiatives such as GPMB, GHSA, EU ACP, Health and Security Alliance, Foreign Affairs for Global Health initiative and the UN System Plan for Disaster Risk Reduction for Resilience. HSP works with partners and the broader global heath security community to ensure that the most vulnerable communities in all countries are protected from the impact of health emergencies.


DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities: Working with key players in WHE, WHO and with partners, provide strategic and operational direction for all aspects of after action reviews, as part of the IHR monitoring and evaluation framework. In collaboration with partners, lead the development of tools, training materials, advocacy materials, guidance and training for after action reviews. Support the development of other forms of reviews to complete the functional assessment of countries following outbreaks or other emergencies. Lead the development of and the management of the database including data analysis for lessons learned and other forms of databases and platforms for after action reviews. Follow up with countries and consolidate country needs with regards to the AAR, providing guidance and support to the updates of country plans and budget following after action reviews. Develop and disseminate related documents, including models of implementation. Analyze results and data from national level after action review and develop key lessons for distribution through the Strategic Partnership Portal as well as to inform capacity building activities of the IHR. Develop and manage a network of AAR experts including the selection and deployment of facilitation teams to support the running of AARs in priority countries. Document and share experiences, monitor progress and evaluate outcomes and impact of AAR and interventions. Develop and contribute to the implementation of WHE internal After Action Review or other lessons learning activities, in order to ensure lessons are identified, documented and followed up within the WHO Health Emergencies Programme. Participate in the development of technical projects in close collaboration with WHO Regional and Country Offices, support countries on issues related to AARs. Promote multi-disciplinary and cross-cutting approaches and activities to facilitate full participation within and outside WHO/WPE/HSP and key partners. Perform other related responsibilities as assigned, including replacing and/or backstopping.


REQUIRED QUALIFICATIONS


Education

Essential: Advanced level university degree in public health or epidemiology, humanitarian action, and/or social sciences.

Desirable: Certificate in outbreaks emergencies or crisis management.


Experience

Essential: At least seven years' experience at national and international levels in outbreak response and other emergencies, and humanitarian actions, coordination of response actions, including field experience in Emergency Management involving preparedness and response.

Desirable: Experience of work in the area of preparedness and response for diseases and other health emergencies. Experience in project management.


Skills

Knowledge of WHO, the UN System or NGO work in the field of outbreak response and/or of their practices and procedures as related to the work. Excellent organizational and analytical skills with the ability to coordinate activities and manage several projects at same time. Excellent presentation and interpersonal skills. Ability to write in a clear and concise manner, and to present factual information.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5219 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
