What we do


 


The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.


Purpose


 


The “thematic” Financial Controller develops & implements the controlling expertise with a focus on specific files such as (not exclusively) information technology, human resources. She/he works in close collaboration with the relevant units / departments to ensure the relevance of the analysis conclusions and the ability to ensure the proposed improvements can be implemented. He/she ensures a high level of financial performance on the department’s development. He/she provides support to the department by ensuring compliance with the standards and rules of sound financial management, providing advice and expertise on the best use of financial resources.


He/she exerts controls on financial elements impacting budgets / forecast /actuals. He/she acts as a strategic partner for the departments interacting with relevant units in the identification and implementation of measures for optimization.

Accountabilities & Functional responsibilities

Participates in the definition of the financial targets and budgeting process. Provides in-depth analysis to the departments management of monthly financial situation versus forecast and budget. Liaises on financial/administrative matters with budget owners and/or other stakeholders at headquarters and partly in the field. Responsible for all aspects of monthly/quarterly/yearly financial reporting and forecasting processes. Responsible for annual budgeting process. Supports the business in high-value strategic and ad hoc projects which could include optimization opportunities and/or cost reduction efforts. Supports the departments financial modelling (ROI). Contributes to enhancing and automating existing financial and management reporting tools and financial analysis (e.g. preparation of the annual budget cycle and quarterly performance reviews conducted by senior management). Delivers analysis and insight on business opportunities; providing options and scenarios for strategic decisions. Supports the Finance Planning and Analysis unit in producing the annual financial statements for the Directorate and other governing bodies. Leads specific change initiatives to improve the financial literacy and budget accuracy on cost centers and project owners.

  • Internally, interacts with heads of units and division and deputy directors, as well as collective bodies such as the Project Board/Monitoring Panel.

  • Externally, interacts with external auditors, statutory representatives of third-party legal entities associated with the ICRC and, as needed, suppliers.


Certifications / Education required


 



  • University degree in Finance, Administration, Economics or equivalent (MBA or a master a plus)

  • Certification in financial controlling/financial accounting or similar an asset

  • Computer proficiency with advanced use of excel

  • Fluent command of English and French


Professional Experience required


 



  • Typically 10-12 years' overall professional experience

  • Minimum of 3 years of experience in financial / management controlling in an international environment, with proven track-record around complex financial analysis and development of management reporting tools / KPIs.

  • Experience in/knowledge of risk management, compliance, business intelligence.

  • Exposure to IO/NPO or multinational from the private sector.
