Logistics Project Support Officer (40%)

Context


In full alignment with OCG strategic plan 2020-2023, the logistics department strives to enhance access to knowledge as well as to build a truly global, diverse and inclusive workforce to adequately support its social mission especially during its emergency operations. These initiatives fall under the umbrella of the Logistics Path and Competencies initiatives. More, the logistics department supports cross-functional projects to enhance the autonomy of field teams and develops partnerships with external actors within and outside the MSF movement. The position has a two folds function: Logistics Path & Competencies and KM Referent (60%) and Logistics project support officer (40%) to ensure workforce development, effective knowledge management and support to projects run by the logistics department.


In the MSF Operational Center Geneva (OCG), the steering and implementation of field programs is under the responsibility of the Operations Department, which includes direct medical support to field implementation ensuring fundamental medical standards are reached in all projects. The development of technical and/or strategic solutions adapted to complex medical challenges faced in the field, or to fulfill chosen medical ambitions, is under the responsibility of the Medical Department. Collaborative work between these two departments is considered a cornerstone for the organization to improve the general quality of its projects and the level of care for patients.


Mission


The function has the responsibility:



  • to implement the vision of the logistics department in regard to the improvement of its workforce: defining the typical career path for the logistics workforce; defining the knowledge management and learning mechanisms available to the logistics workforce”-to employ present-day methods and tools to manage projects defined and mandated by the logistic management team,

  • to develop external partnerships


Position


Career management



  • Administrate and implement the Logistics Career Path, 

  • Implement the strategy of the Logistics Pathway (Filière Logistique),

  • Centralize, arrange and analyze Logistics Pathway quantitative and qualitative data in collaboration with the other stakeholders,

  • Is the administrator of the Logistics Pathway documentation (Filière Logistique)


Knowledge management



  • Is the Project Manager for the significant elaborations or reviews of logistics learning mechanisms,

  • Organize, capture and distribute logistics knowledge and ensure its availability for all users,

  • Maintain the logistics KM tools

  • Identify and address gaps within the Logistics Referential,

  • Formalize the one-to-one transfer of knowledge mechanisms


Learning and development



  • Coordinate the elaboration/improvement of logistics learning mechanisms,

  • Centralize and follow up the portfolio of learning mechanisms for the logistics department


 


Tools



  • Develop, manage and maintain projects, including field logistics tools and softwares, having or not some R&D and product integration

  • Animate the HQ focal point responsibilities towards field logistics tools and softwares


Representation



  • Act as the functional focal point for the L&D unit, other departments and other sections / partners about learning mechanisms

  • Participate to international platforms dedicated to Logistics Pathway, Logistics Knowledge management 

  • Be in the vanguard of evolving trends and new technologies / tools of learning and knowledge management sectors,

  • Foster strong links with external expertise and institutions,

  • Foster cross-OC partnership,

  • Is the focal point in enhancing and developing potential partners with other stakeholders as for example and not limited to universities, NGOs and industries


Project management



  • Apply PMO methodology and project management best practices, 

  • Manage projects that might include R&D and product integration, development of (software) tools and documents


Exigences


Education 



  • Bachelor or Master level in a technical field is an asset, 

  • Under or post graduate degree in project management


Or



  • Under or post graduate degree in Organisational Development or related field (this can be replaced by 2 years of experience in a logistics coordination position including one experience in an emergency setting)


Experience



  • MSF field experience strongly recommended and professional experience within logistics coordination recommended

  • Project management experience recommended

  • MSF HQ experience an asset 

  • Experience in delivering and designing learning solutions an asset

  • Experience in the development and production of Knowledge Products an asset

  • Experience in managing knowledge sharing mechanisms an asset

  • Professional experience in academic or private sector is mandatory

  • Experience in academic research is an asset


Technical skills



  • Strong project management skills in a complex environment 

  • Strong knowledge of MSF logistics management

  • Knowledge of MSF international structure an asset

  • Methodological mind 

  • Other knowledge of e-learning software an asset

  • R&D or product development an asset

  • Training skills are an asset

  • Computer literate (essential)

Terms of Employment



  • Open-ended contract, 100%

  • Based in Geneva

  • Ideal Starting date: 1st of October 2021

  • Gross annual salary: from CHF 90’576.- to CHF 103’932.- (salary commensurate with experience and internal salary grid)
