    Background Information – The Sanitation and Hygiene Fund (SHF)


    The Sanitation and Hygiene Fund is a UNOPS Trust Fund committed to saving lives and improving the well being of people by improving access to sanitation, hygiene and menstrual health hygiene. The Fund will invest in country led programmes to accelerate progress and sustainable impact toward the achievement of SDG 6.2. 


    The Fund will maximize the efficiency and effectiveness of international development assistance and national investment. Staff at the Fund manage grants, coordinate with partners,support countries, monitor and evaluate results, report on progress, manage donor relations and raise funds.


    At the core of the new architecture is a country funding model designed to be an efficient and effective mechanism that can operate at scale and deliver impact and supported by a suite of policies that define how funding is to be invested.  The SHF uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and the long term sustainability of its programs.


    The SHF is looking for mission-oriented, collaborative, open minded and flexible candidates who are passionate about global development.


    Role of the Governance Specialist


    Governance of the SHF is through the Board and its Committees. The SHF governance framework provides the structure through which the purpose, mission and objectives of the organisation are set, and the means of attaining those objectives and monitoring their performance are determined.  


    Reporting to the Executive Director, D2, the purpose of this role is to facilitate the governance activities of the SHF to support the Board with the advice and resources it needs to perform its responsibilities, and that the records of its actions reflect that it has done so.

    1. Support the SHF Board


    • Lead the development and implementation of governance related policies, processes and procedures that facilitate the board’s operations.


    • Coordinate and lead the planning and preparation of Board and Committee meetings and guiding the work of  the Administration Associate in order to handle logistics, procurement needs, etc.


    • Coordinate and facilitate governance related meetings, including proposing and seeking consensus on agenda topics, identifying the relevant participants, preparing the strategic  documents and presentations to guide governance policies, etc.


    • Liaise and engage with Board members to fulfil requests for information.  


    • Maintain a record of Board decisions and how they have been implemented in order to provide recommendations to improve decision making and make it relevant to the programmatic mission. Additionally, act as an information liaison officer to facilitate the flow of relevant information between the Board, Executive Director and Secretariat.


    • Lead and facilitate the induction of new Board members by synthesizing  appropriate information and amalgamating relevant documentation for the new member to become fully up to date.


    • Coordinate and facilitate visits to donor countries by Board members when required. Considering national protocols as well as programmatic and partnership opportunities at national and international level.

    • Provide appropriate technical advice related to governance policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.


    • Track, maintain, update and advise on the governance framework, including monitoring compliance. 


    • Develop, Implement, Monitor and Evaluate assigned governance programmes/projects; review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant stakeholders; identify and track follow-up actions.


    • Prepare strategic summaries of information gathered from diverse sources to be assessed and used by different stakeholders and Senior Management.


    • Provide timely, high quality, strategic and governance advice and support.

    Education/Experience/Language requirements

    A Master’s degree in public administration, economics, law, political sciences, social sciences or related discipline is required.  


    A bachelor's degree with a combination of two additional years of relevant experience may be accepted  in lieu of the master's degree.

    b. Experience


    A minimum of five (5) years of progressively responsible professional experience is required in the areas of international development affairs, diplomacy, outreach, facilitation, analysis, or advice and reporting. 


    A successful track record of interacting with high level officials and intergovernmental bodies working with complex and sensitive issues.


    Experience of working with bilateral and multilateral development agencies, including an aptitude for, and knowledge of, current issues in development is desirable.

    c. Language requirements


    Full working knowledge of English is essential.


    Knowledge of another official UNOPS language, particularly French, is an asset
