OBJECTIVES OF THE PROGRAMME


 


The Global TB Programme (GTB) leads and guides the global effort to end the TB epidemic through universal access to people-centred prevention and care, multisectoral action and innovation. GTB specifically: provides global leadership to end TB through strategy development, political and multisectoral engagement, strengthening review and accountability, advocacy, and partnerships, including with civil society; shapes the TB research and innovation agenda and stimulates the generation, translation and dissemination of knowledge; develops policy options, norms and standards for TB prevention and care and facilitates their implementation; provides specialized technical support for Member States and partners, working with WHO regional and country offices to catalyse change and build sustainable capacity; and monitors, evaluates and reports on the status of the TB epidemic and progress in financing and implementation of the End TB Strategy at global, regional and country levels.


 


DESCRIPTION OF DUTIES


 


Lead the collection, and independent review of suitable data on the management of drug-susceptible and drug-resistant TB to be assessed through the GRADE methodology adopted by WHO for the development of global guidelines. Support the development of WHO TB care policy, including strengthening and harmonizing electronic recording and reporting in priority settings in coordination with colleagues in other departments, regional and country offices. Facilitate production of the WHO policy on management of TB and collaborate on the update of the corresponding derivative guidance documents to support implementation of WHO policies. Support team efforts on global level training and operational research for TB and drug-resistant TB care, prevention and treatment. Provide highly specialized technical support to countries for the implementation of the WHO TB policies. Perform other duties as required.


 


REQUIRED QUALIFICATIONS


 


Education


Essential: An advanced level degree medicine, public health, epidemiology or other related health technical field of relevance to the profile of the position.
 


Desirable: Degree or training in infectious diseases, preferably tuberculosis. Specific training on epidemiology, surveillance, evaluation and monitoring of disease (if in tuberculosis, this would be an advantage).


 


Experience


Essential: At least 7 years' experience in communicable disease epidemiology, including substantial work on tuberculosis. Experience of applying the GRADE methodology for the assessment of evidence and development of guidelines. Experience in surveillance and monitoring at national and international level, with experience with multi-agency collaborative research or surveillance projects. Experience of developing country health issues. Demonstrated exposure at the international level.
 


Desirable: Experience in WHO or good understanding of its work, mandate and goals in the field of communicable diseases, particularly tuberculosis. Experience and publications in epidemiological research, especially in tuberculosis. Proven track record in resource mobilization.


 


Skills


 



  • Extensive knowledge of global public health issues, communicable diseases, and measures and policies for improving their control, especially in TB and drug-resistant TB.

  • Extensive knowledge of monitoring, evaluation and surveillance techniques, epidemiology, data management, systematic reviews and meta-analysis; and knowledge and experience in using the GRADE methodology for assessing evidence and developing guidelines.

  • Excellent inter-personal and coordination skills to establish effective working relations within WHO HQ and with WHO Regional and Country offices, advisory groups, the scientific community and partners in the control of TB.

  • Integrity, tact and discretion in dealing with officials and scientists in a variety of settings and cultures.

REMUNERATION


 


WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4926 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
