OBJECTIVES OF THE PROGRAMME


 


The mission of the Antimicrobial Resistance (AMR) Division is to define, advance, promote and monitor comprehensive policies and strategies that prevent, reduce, and mitigate drug-resistant infections and the overall impact of antimicrobial resistance globally based on the Global Action Plan on Antimicrobial Resistance and the 13th Global Programme of Work of WHO and the Sustainable Development Goals (SDGs).It also provides global direction and strategic leadership for the global response to antimicrobial resistance in coordination with Food and Agriculture Organization (FAO), World Organisation for Animal Health (OIE) and other United Nations and international agencies and facilitates the creation of common goal and vision through innovative partnerships, political engagement and promoting multisectoral engagement and synergy across the One Health spectrum in humans, animals, plants, food, feed and the environment. Its main objective is to support the development, implementation, and monitoring of One Health National Action Plans for Member States and facilitate the mainstreaming of effective strategies and actions, including on the prevention and control of infection, antimicrobial stewardship, awareness creation and communication, research and development in their health and development agendas in partnership with FAO, OIE and other key partners.The Department of AMR Surveillance, Prevention and Control leads the implementation efforts of National Action Plans on AMR as the backbone to achieving the five objectives of the Global Action Plan on AMR; reinforces strategic country-level capacity to mitigate the spread of AMR in health facilities and communities; coordinates global surveillance and consumption monitoring efforts across the human-animal interface to support the One Health response to antimicrobial resistance; monitors and reports on national and global progress towards achievement of the of the GAP, the triple billion targets of WHO's 13th Global Programme of Work and the Sustainable Development Goals. The Surveillance, Evidence and Laboratory strengthening & One Health Surveillance Unit (SEL) monitors antimicrobial resistance and use (AMR/U) through the Global Antimicrobial resistance & use Surveillance System (GLASS) and promotes AMR/U surveillance globally by developing tools to assist implementation of AMR/U surveillance and an IT platform for data gathering and regular reporting; providing laboratory strengthening, including application of new technologies; leading One Health integrated surveillance (AMR in humans, environment and animals), early warning and risk assessment of emerging AMR and Assessment of the impact of AMR on human health.


 


DESCRIPTION OF DUTIES


 



  1. Analyse AMR and other relevant public health topics to contribute to the development of AMR surveillance programmes and activities.

  2. Participate in drafting of documents and tools to implement GLASS in countries to provide clear guidance on the steps to collect, analyse, summarize and report AMR surveillance to inform national policies and to enable countries to participate in GLASS.

  3. Provide technical input to GLASS focal points in countries to successfully enrol and participate in GLASS to ensure completeness and timeliness of data submission to GLASS

  4. Monitor implementation of AMR surveillance in countries to follow progress and further assist countries in developing and implementing the national surveillance system to produce quality and representative AMR data

  5. Contribute to the development of GLASS and national surveillance reports.

  6. Prepare slide sets and background materials for the Unit management, produce data extracts and basic analyses of the GLASS data

  7. Perform all other related duties as assigned.Plus

    1. Manage the GLASS AMR surveillance data, including data cleaning and preparing data for further statistical analysis.

    2. Support and contribute to the GLASS help desk and data calls

    3. Maintain continuous communications with GLASS National Focal Points in countries and manage their access to the GLASS IT platform for supporting data uploading and assisting in addressing technical queries.

    4. Maintain continuous update of the GLASS data submission dashboard and keep HQ and RO colleagues informed



 


REQUIRED QUALIFICATIONS


 


Education


Essential: A first level university degree in Health (medicine or public health).Demonstrated basic epidemiological training.Demonstrated basic training on information technology applied to the management of data.
 


Desirable: An advanced university degree (Master's level or above) in epidemiology or in public health including training on epidemiological study design and biostatistics. Training in computer science.


 


Experience


Essential: At least two years of professional experience working in surveillance of communicable diseases. Relevant experience in the area of antimicrobial resistance.
 


Desirable: Demonstrated experience at the international level. Demonstrated experience in low- and/or middle-income countries (as per the World Bank classification). Experience in training public health professionals. Experience in data management.


 


Skills


 


Knowledge of public health topics and health systems development and management with good understanding of relevant countries' needs, priorities and policies, along with WHO's policies, practices, guidelines and procedures in the related areas. Ability to draft policies and objectives of assigned program and activities.Data management and analysis capacity, including epidemiological design and statistical analysisKnowledge of epidemiology and communicable diseases control.Proven knowledge of technical aspects in the field of AMR.Ability to develop technical reports and documents including in the field of AMR.Public speaking techniques.Excellent drafting and communication skills.Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of work. REMUNERATION


 


WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 48,805 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3400 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
