OBJECTIVES OF THE PROGRAMME


 


The Department of Global Infectious Hazards Preparedness (GIH) advances global efforts to prevent and control existing and emerging infectious diseases by increasing access to evidence-based interventions; fostering impactful innovation; and leveraging technical, operational and strategic partnerships. In addition, GIH develops global mechanisms to facilitate coordination and collaboration between countries and multi-sectoral partners for catastrophic events of natural, accidental or deliberate origin. The department is committed to delivering GPW13 Outcome 2.2 Epidemics and pandemics prevented, through: 


 



  • Delivering risk assessment, technical guidance, interventions and control strategies for country impact.

  • Promoting innovation and adoption of new technologies.

  • Aligning and coordinating international action through trusted partnership. 

  • Ensuring vulnerable populations have access to life-saving interventions and supplies.


 


DESCRIPTION OF DUTIES


 


Under the broad supervision of Director GIH and direct management of the Pandemic Influenza Preparedness (PIP) Framework Partnership Contribution Team Lead, the incumbent will organize and develop project management procedures and monitor technical and financial implementation of Partnership Contribution (PC) resources.


Assigned Duties:



  1. Contribute to thedevelopment of methods for PC monitoring, evaluation and reporting, including for data collection, management and visualization.

  2. Review completed project plans to identify any areas of concern that may require clarification or improvement, and assist in ensuring that the plans align with the outputs, outcomes and key deliverables of the project, including monitoring technical and financial changes to baseline project plans and verifying these changes.

  3. Contribute to the PC implementation risk management processes, through regular input to a risk register and issues log so that all project risks and key issues related to project management are appropriately logged, assessed, scored and corrective actions are initiated and monitored.

  4. Conduct the monitoring and evaluation (M&E) of the management system that will house results, reports, and other related material regarding specific PC implementation activities as submitted on a regular basis by the regional and headquarter program managers.

  5. Prepare and disseminate monthly and six-monthly technical and financial updates, as well as support the preparation of annual reports, and implementation updates for the PIP Advisory Group and other stakeholders.

  6. Review and update the M&E project management procedures on a regular basis to ensure that the Project Management Handbook is up to date and reflects current operations. This requires working across the three levels of WHO to facilitate the use of the handbook in project planning and day to day management.

  7. Work with the team to support the development, organization and reporting of regular meetings with the WHO Regional Office and Headquarters representatives as well as steering committee meetings. This includes making presentations on processes, results and data management as appropriate.

  8. Support the PIP Partnership Contribution Implementation team on other activities as deemed necessary and in consultation with the PIP Framework implementation.

  9. Perform all other related duties as assigned.


 


REQUIRED QUALIFICATIONS


 


Education       


Essential:



  • A first university degree in public health, business, social science orrelevant discipline that includes quantitative methods for data collection, management and analysis.



Desirable



  •  Advanced University degree in public health, business, social science or relevant discipline that includes quantitative methods for data collection, management and analysis.


 


Experience


Essential:



  • At least 5 years of project work experience including monitoring of complex health related projects with international partners. 


  • Direct experience in developing, implementing and monitoring complex projects as well as database management and some financial management experience. 


  • Demonstrated exposure at the international level.



 


Desirable:



  • Experience in WHO or the UN system. 


  • Experience with respiratory viruses.



 


Skills


 



  •  In depth knowledge of the WHO PIP Framework. 

  • Excellent communication skills both written and oral. 

  • Ability to function effectively in a team setting in a cross-cultural environment. 

  • Tact, discretion and diplomacy. 

  • Solid skills in using Tableau Software and PowerBI (dashboard development). 

  • Solid knowledge and technical skills in M&E (Logical Framework approach to project monitoring including ability to set up SMART indicators).

REMUNERATION


 


WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4400 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
