Purpose of Activity/Assignment:
The overall purpose of this consultancy is to provide technical support to the UNICEF Regional Office for Europa and Central Asia, country offices and their partners for strengthening routine primary health care services to deliver enhanced support for ECD. In particular, the consultant will contribute to the development of key assets and activities of ECARO related to home visiting and integration of ECD in the routine health care services for children in line with the approved plans of work.
This is a part-time home-based consultancy with total duration from August 2021 till July 2022 up to 110 working days. No travel is foreseen.

Scope of Work:
The consultancy includes the following specific tasks:
Support ECARO for strengthening home visiting for young child wellbeing:
1. Provide input to different documents and tools related to home visiting developed to support country level reforms in the area of home visiting.
2. Provide input to and support for the development of technical documents necessary for the establishment, utilization and content management of the regional Knowledge Hub on home visiting.
3. Review the Regional recommendation package on UPHV services and organize it in a format appropriate for uploading on the Knowledge hub.
4. Identify, adapt and prepare other suitable quality resources on home visiting and support for ECD in routine primary health care services to be uploaded on the Knowledge Hub on home visiting, both prepared by UNICEF CO and other organizations.
5. Support the effective content management of the Knowledge Hub.
6. Support the development of effective tools and methodologies for monitoring and evaluation of the use of the Knowledge Hub.
7. Support the organization of knowledge sharing and learning events to take place through the platform to strengthen the capacities of UNICEF staff and relevant national stakeholders in the area of home visiting.
8. Liaise with COs, external experts and other relevant regional partners to ensure quality content management of the platform.
9. Liaise with the development companies and IT specialists to ensure effective content and technical management of the Knowledge Hub.
10. Support needs assessment and studies related to national reforms in home visiting in the region.
11. Support regional activities in raising awareness and communication on the Knowledge Hub and home visiting in general.
12. Support UNICEF in revitalizing the Technical Advisory Group of international experts and in building partnerships with relevant experts and institutions in the area of home visiting.
Support integration of ECD in health care services for young children:
13. Draft and/or provide input to different documents, tools, etc. related to integration of support for nurturing care in the routine primary health care services for children, including but not limited to costing, monitoring and performance assessment of the primary health care system.
14. Provide support for other tasks related to integration of ECD in health and home visiting in accordance with the approved ECARO ECD team workplans.
General:
15. Participate in meetings and discussion related to home visiting, including the Knowledge Hub, and integration of nurturing care in the health care systems.
16. Others, as agreed with the ECARO ECD team.

Payment: Payment will be on a monthly basis based on the number of days worked, approval of submitted deliverables as per approved monthly workplans and submission of an invoice.
To qualify as an advocate for every child you will have…
- Advanced university degree in a relevant field – medicine, midwifery and nursing, public health, psychology, early childhood education, social work or other relevant field, with a sound background knowledge in health care system functioning and early childhood development.
- At least 6 years of professional experience in development or implementation of programs/activities related to young children’s health, early childhood development.
- A strong understanding and in-depth knowledge of theoretical and practical aspects of home visiting programs for young children and families is considered advantage.
- Strong understanding of the Europe and Central Asia region is considered an advantage.
- A strong understanding of UNICEF programme and strategic guidance on home visiting will be considered an advantage.
- Strong analytical and writing skills, capacity to synthesize, structure and clarify complex issues.
- Proven experience of delivering capacity building.
- Fluency in English is a minimum requirement.
