Key Responsibilities
Expansion and Implementation of wambo.org strategy
Develop and manage strategy around the growth of wambo.org to non-grant funding: countries with their own funds and partners that finance health development projects.
Drive projects to implement the growth strategy in collaboration with a range of internal stakeholders, ensuring the wambo.org platform is able to specifically manage these transactions.
Ensure strategy is endorsed by the relevant governance mechanisms of the Global Fund, including MEC, committees and Board.
Work with Global Fund partners, Strategic Sourcing, PR Services and Legal and Governance to make products available to non-grant buyers.
Develop and update MOU’s with partner organizations (financers of health development projects) in line with the expansion strategy of wambo.org. Work with strategic sourcing, PR Services, Legal and Governance to develop SOP documents which will then be executed by PR services.
Ensure legal agreements and policies with buyers, PSAs and manufacturers are revised and streamlined, ensuring transactions can flow smoothly through the platform.
Understand the complex nature of procurement practices within specific countries, acknowledging the following aspects that will affect engagement: politics, procurement legislation, financial flows and budgeting, delivery.
Drive the active outreach to countries and organisations, collaborating with Country Teams to communicate the launch of the non-grant funding strategy.
Collaborate with Country Teams to assess and identify countries and country organizations which would benefit from non-grant funding options.
Engaging Country and Partner Stakeholders
Facilitate conversations with country and partner stakeholders regarding the best outcome for their non-grant procurement projects.
Understand how other procurement methods work in order to engage fully with strategically valuable stakeholders and articulate some of the challenges that countries may face.
Deliver high level arguments of the benefits of the platform.
Coordinate on-boarding of country organizations for grant and non-grant procurement, training of these users and associated Level 1 support, as well as configuration (and update) of users. Ensure proper communication and awareness with PR Services.
Team Management & Coordination
Coordinate additional resources (whether staff or consultants) where relevant and set objectives in order to meet external needs.
Manage performance evaluations and all HR related processes for the team.
Ensure daily operations run as usual and act as an escalation point, for complex and sensitive issues.
Policy & Governance
Prepare reporting updates on the progress of the wambo.org non-grant pilot for the MEC, committees and Board.
In collaboration with the DAPT team manager, prepare recommendations on the strategy and future vision of wambo.org to the Board and appropriate committees.
Lead the preparation of committee and board documents, seeking support and feedback from legal and policy, seeking inputs from relevant stakeholders.
Negotiate outcomes and revise proposals accordingly.

Qualifications
Essential:
Educated to Degree level from an accredited University.
Desirable:
Master in a relevant subject.
Project Management Certification such as (PRINCE)
Experience
Essential:
Understanding of IT platforms.
Knowledge of procurement strategies.
Excellent intercommunication skills.
Evidence of effective stakeholder management at all levels within an organization.
Track-record in strategic thinking and creative problem-solving;
Strong business focus, result orientated with an excellent understanding of how to influence stakeholders.
Sound Project management and demonstrated Change management expertise with the ability to deliver impactful change.
High degree of personal initiative.
Respected for their tact and diplomacy.
Excellent written and verbal communication skills.
Working knowledge & understanding of project management principles and application in multicultural settings including International Public/Private Organisation.
Understanding of political strategies and how to navigate those political spaces in order to represent Global Fund affectively.
Experience in a strategy focused position, conceptualising ideas.
Desirable:
Requires excellent computer application skills including MS Office, MS Project and Business Intelligence tools like Tableau
Minimum 5 years of experience operating within procurement.
Experience of people management.
