OBJECTIVES OF THE PROGRAMME
The Department of Noncommunicable Diseases (NCD)is responsible for global leadership, coordination, guidance and technical support to reduce premature mortality and morbidity from NCDs, burden of sensory impairments and oral health through prevention and integrated service delivery, treatment, surveillance, rehabilitation, monitoring and research. The Department also lead WHO's work on disability as well as WHO's work on rehabilitation. The department provides overall coordination and brings together the work on NCD prevention, control and rehabilitation from across the departments and from the three levels of the organization. It coordinates reports to the WHO and UN governing bodies and is the main interlocutor on NCDs. The department assist and support regions and countries in their efforts to provide a country-centered, concerted and coordinated action to strengthen health systems to respond to NCDs, oral diseases and sensory impairment. The department also ensure linkages between primary and secondary prevention using technical packages and harnessing innovation and use of technology including Be Healthy Be Mobile.
DESCRIPTION OF DUTIES
The Project Officer will work collaboratively with WHO colleagues at country, regional and headquarter level, to ensure the smooth running of the cardiovascular health component of the Resolve to Save Lives initiative, specifically: To coordinate across HQ Departments and technical focal points for input into monthly, quarterly and annual narrative reports for the donor. To ensure that quarterly and annual financial reports for the donor are complete and submitted on time. To support budget monitoring for all grantees (Turkey, Thailand, India, China, Vietnam, Philippines, Ethiopia, Nigeria, EURO, EMRO, SEARO, Sri Lanka, Malaysia, Caucasus, Central Asia, Rwanda, Timor Leste, Kenya, Bhutan) and to support the Programme Officer as needed.To coordinate partner updates on behalf of WHO for monthly and quarterly meetings with the donor and partners.To facilitate quarterly review meetings between all grantees and the donor.To coordinate the submission of new proposals for prospective grantees.To support the coordination of RTSL-WHO LINKS funding applications, review, selection and onboarding processes. To coordinate additional amendments to the overarching MoU, transfer of funds from the donor to HQ, and dissemination of funds from WHO HQ to grantees.
REQUIRED QUALIFICATIONS
Education
Essential: A first level University degree in public health, medicine, epidemiology, health policy or a related field.
Desirable: An advanced University degree (Masters level of above) in public health, epidemiology, or health policy. A Certificate in finance.
Experience
Essential: A minimum of five years' experience working with public health programmes providing technical and administrative support on programmatic issues.Demonstrated experience on financial reporting.Excellent analytical and organizational skills. Excellent communication skills (oral and written).
Desirable: Experience working in another international organization and/or UN agency.Proven skills of working with various stakeholders at national, regional or international levels.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4400 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
