1. Background
In 2015, the International Centre for Collective Action at the Basel Institute on Governance (Basel
Institute) was awarded a grant through the Siemens Integrity Initiative Second Funding Round to
implement a project entitled “Scaling-up Anti-Corruption Collective Action: B20 Hub” in collaboration
with the Organisation for Economic Cooperation and Development (OECD) and the United Nations Global
Compact (UNGC). The project has aimed to promote and facilitate anti-corruption Collective Action, with
the goal of assisting companies and other stakeholders to reduce corruption risks, through a three-
pronged strategy focusing on: (1) promoting awareness-raising and peer learning on anti-corruption
Collective Action, including through the B20 Collective Action Hub website; (2) providing technical advice
on implementing Collective Action initiatives, including through the High-Level Reporting Mechanism
model (with the OECD); and (3) enhancing the knowledge and capacity of UNGC Local Networks to
promote Collective Action as a tool to generate tangible anti-corruption action by business (with UNGC).


2. Objective of the mandate
The Basel Institute seeks to engage the services of a consultant to conduct a Final Evaluation of the
project activities, outcomes, and impact achieved during the full project duration by all three project
partner organisations. The project began in July 2015. Activities in furtherance of the project objective
implemented by the UNGC has concluded in June 2018, whereas activities related to two other project
objectives will conclude in December 2018.


The Final Evaluation will be assessed against the original project objectives as stated in the Project Work
Plan, as well as against a Baseline Assessment conducted at the Project’s inception and
recommendations made in a Mid-Term Evaluation issued in March 2017. The Final Evaluation report
submitted to the Basel Institute will be for internal purposes and review by the Siemens Integrity Initiative.


3. Methodology and deliverables
During the preparatory stage, the consultant will review all of the relevant background documents. At an
early stage of this desk review, the consultant will meet with Basel Institute staff to discuss preliminary
impressions and receive additional input and feedback in order to identify key stakeholders for interviews,
including project partner organisations, and development of research and interview questions. The draft
Final Evaluation report should be no more than 30 pages in length and shall include an Executive Summary
and graphics as relevant. The consultant’s submission of the first draft report will be followed by a de-

briefing with the Basel Institute for comment. The final version should then be provided within one week
of the Basel Institute returning the draft to the consultant.


4. Mandate timetable
The mandate will be implemented in the period between August 2018 and December 2018 with two main
periods of activity as outlined below:


September 2018:



  • Desk review of relevant project documents; initial orientation 7-10 days
    discussion with the Basel Institute on Governance;
    interviews with UNGC stakeholders


November / December 2018:



  • Further review of Basel Institute and OECD project materials; 5-7 days
    Interviews with Basel Institute and OECD stakeholders;

  • Report drafting 8-9 days

  • Debriefing with Basel Institute 1 day

  • Finalisation of evaluation report: 2-3 days


5. Logistics


The consultant shall support their own travel arrangements for any meetings in Basel and include any
anticipated travel costs in their project budget.


6. Requested qualifications
The consultant should possess and be able to demonstrate the following qualifications:



  • Professional skills and working experience in impact evaluation methodologies

  • Knowledge of anti-corruption, compliance, corporate governance, and Collective Action

  • Excellent oral and written command of English
