The Secretariat of the WTO is seeking to fill a temporary position of Network and Telecom Engineer in the Network and Telecom Section of the Information Technology Solutions Division.

General Functions

WTO's Network and Telecom infrastructure comprises of about 20 physical servers and around 100 virtual servers, 150 Network printers, Routers, Switches, Firewall, SSL-VPN, Multifactor Authentication, PABX, MDM, Video-conference and Unified communication systems for a campus size of 1000 Users. The Network and Telecom section is responsible for support and operations of this environment and is handling all 2nd level support with periodic pre-planned evening and weekend work within agreed maintenance windows. The Section is responsible for support and management of Virtual Meeting infrastructure comprising of WebEx, Zoom, Interprefy, and Microsoft Teams.

Reporting to the Chief, Network and Telecom Section, the incumbent of the position will perform the following duties:

1. Work with Ministerial Conference (MC12) team to identify the IT and virtual meeting requirements including Tender process, Implement and support various Virtual meeting solutions for delegate meeting of MC12.

2. As an IT focal point for the Video Conference team, identify problems and opportunities in the virtual meeting area, and ultimately provide solutions that help achieve the business' goals.

3. Analyse functional requirements of Video Conference team, and proposed solutions that are in line with ITSD strategy.

4. Responsible for troubleshooting, monitoring and supporting virtual conference tools used at the WTO (Zoom, WebEx, Interprefy, and Teams) .

5. Assist in the day-to-day operations of the infrastructure involving monitoring, pro-active maintenance, problem solving, providing 2nd level support by responding to incident and change requests, coordinating 3rd level support within existing support contracts as well as assisting in the optimisation of existing services. The incumbent, after a short integration period will be required to work independently and assume the assigned responsibilities.
This will require regular interaction with IT Service Desk and other sections within the ITSD.
6. Install, test, and implement virtual conference tools used at the WTO.

7. Assist other Network and Telecom Engineers and Project Managers on specific tasks assigned and act as a resource backup for the network staff in their areas of responsibilities.

REQUIRED QUALIFICATIONS
Education:

Advanced university degree in Computer Science, Mathematics, Engineering or related field is required. Alternatively, a basic university degree in one of the afore-mentioned disciplines, complemented with relevant professional expertise deemed equivalent to an advanced university degree could be considered.
Knowledge and skills:

Technical Knowledge and Skills:

Excellent knowledge of and experience in an enterprise environment of a similar size to the WTO, as described under "General Functions", ideally with a recognised certification.

Good working knowledge of the following areas:
- Virtual meeting infrastructure like WebEx, Zoom, and WebRTC based tools.
- Webcast system.
- Video Conferencing Protocol like H323, WebRTC; SIP (Session Initiation Protocol).
- Microsoft Active Directory: user/computer/groups, OU and GPOs
- Windows10 + Office 365 support and troubleshooting.
- Hardware troubleshooting including BIOS management.
- Application troubleshooting and support.
- Providing technical support on workstation-related issues, e.g. applications, operating system, BIOS.
- Ability to analyse user requirements for virtual meeting tools and according propose solutions.
- Good knowledge of LAN/WAN and Internet technologies as well as TCP/IP protocol.

Behavioural Skills:

The incumbent must have the ability to prioritize and execute tasks in a demanding situation and make sound decisions.
He/she must be capable of working under stress and in an autonomous manner.
The following interpersonal capabilities are required: possess pleasant personality to deal with end-users; to establish and maintain good working relationships with colleagues; to communicate information in a clear way; to work as a member of a team, while working independently to achieve his/her objectives.
Work Experience:

At least three years' experience pertinent to the functions and operations described in "Knowledge and Skills".
Languages:

Excellent knowledge of English, including an ability to write accurately and concisely (reports, documentation and procedures). Advanced oral skills in French is also an asset.
