OBJECTIVES OF THE PROGRAMME


The WHO Global HIV, Hepatitis and Sexually Transmitted Infections Programmes (HHS) leads the global health sector response, towards the elimination of HIV, viral hepatitis and sexually transmitted infections epidemics, within the framework of universal health coverage, focusing on populations most vulnerable and on countries with the highest burden. The HHS programme is guided by the three Global Health Sector Strategy (GHSS) on HIV, Hepatitis and Sexually Transmitted Infections (STIs) 2016-2021 towards ending the epidemics. The strategies follow the following five strategic directions: 1) Information for focused action; 2) Interventions for impact; 3) Delivering for equity; 4) Financing for sustainability; and 5) Innovation for acceleration. New Strategies are being developed.The Testing, Prevention and Populations (TPP) unit is located within the HHS Department and its goals are consistent with the larger department goals. To reach these goals, this unit focuses on innovative approaches to HIV, viral hepatitis and STI prevention through the following sub-fields: (1) voluntary medical male circumcision, (2) pre-exposure prophylaxis, (3) key populations: people who use drugs, people in prisons, men who have sex with men, sex workers and transgender people, (4) Adolescents, and (5) HIV, hepatitis and STI testing services.


DESCRIPTION OF DUTIES


Provide technical support on the development of norms and standards related to prioritized comprehensive packages of health and enabling interventions for each key population and collaborate closely on this with the HIV, Hepatitis and STIs technical prevention staff in the TPP team. This will include coordination of norms and standard development processes (for example PICO development, systematic reviews, GRC submission, peer reviews and publication support) and technical expertise to the development of the products. Provide technical assistance to regional and country offices on norms and standards capacity building and implementation related to prioritized comprehensive packages of health and enabling interventions for each key population and collaborate closely with other staff in the unit and department as well as with staff in regional offices. This will include community-based service delivery of prevention, testing and linking to treatment and care of HIV services. Where feasible promote the integration of HIV, Hepatitis and STIs services into primary health care services. Advocate that KP are integrated in national strategic plans and addressed when reviewing the plans.Provide technical support incoordination with relevant stakeholders related to KP to countries and support Global Fund and PEPFAR country operational plans to prioritise, implement and scale up evidence based programmes for KP in according with the updated WHO guidance in priority countries. Provide technical expertise andliaise with the Strategic Information and Analysis (SIA) unit to the development of specific guidance and tools on strategic information for KPs including on case based surveillance, strategic information guidance and reporting related to key populations, as well as programme data collection, verification and analysis related to key populations' services on prevention, testing and treatment of HIV, hepatitis and STIs such as the validation of the GAM data, the BBS lite and the UNODC World Drug Report.--> Ensure that the webpages for key populations are updated to include the latest relevant tools and guidance and contribute to donor and other reporting. --> Any other duties as assigned by the Unit Head and KP team lead.


REQUIRED QUALIFICATIONS


Education


Essential: Advanced university degree (Masters level) in Public Health, Medicine, Epidemiology or other relevant social science.
Desirable: An additional degree or training in public health or epidemiology


 


Experience


Essential: Minimum of seven years' relevant work experience in public health and HIV, an/or hepatitis and STIs of which at least 5 years' experience with focus on prevention and key populations in LMICs; strategic information and epidemiology of infectious diseases and KP. Demonstrated exposure at the international level.
Desirable: Experience with service delivery would be an asset.


 


 


Skills


Strong technical expertise and understanding in the field of HIV, viral hepatitis and STI services for key populations (KP), Excellent analytical and presentation skills. Proven ability to manage an area of work and produce technical results. Good project management skills and proven ability to organize and facilitate technical and steering group meetings. Excellent inter-personal and communication skills.Demonstrated capacity to write and communicate in English.

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4951 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
