OBJECTIVES OF THE PROGRAMME


The leadership and governance of the Organization is assured by the Governing Bodies the Health Assembly, Executive Board and regional committees. The objectives of the Department of Governing Bodies(GBS) fall under the strategic objective which focusses on corporate services/enabling functions, with outputs supporting governance and convening.


DESCRIPTION OF DUTIES


- Provide input to the Director Governing Bodies in managing financial, administrative and human resources related issues.


- Administer the budget and finance of the Department and ensure compliant and efficient use of financial resources within the Department in accordance with financial rules and regulations.


- Monitor the work planning and allocation of financial resources for the office through the use of the GSM oracle system and other financial tools; providing financial reports, data and statistics.


- Provide guidance on financial administration to managers and staff.


- Provide guidance on the Departments Risk Management, accountability procedures and the Internal Control Framework and propose improvements of processes and procedures.


- Prepare and monitor the implementation of work plan activities ensuring objectives and priorities are met and on track.


- Organize the administrative functions at the office and manage the effective work of the administrative support in the office to ensure effective administrative services, including office space, leave management and implementation of actions in the HR Plan and HR Action Plan.


- Ensure smooth running of operations of administrative services including procurement of goods and services, travel, communications, and information technology needs of the office, and local service requirements.


- Participate in supporting fundraising and resource mobilization activities.- Perform all other related duties as assigned.


REQUIRED QUALIFICATIONS


Education


Essential: A first university degree in Business Administration, Management, or related field relevant to the position.
Desirable: An advanced university degree in Business Administration, Management, or related field relevant to the position.


 


Experience


Essential: A minimum of five years experience working in the area of administration implementing budget and finance, human resources activities for a programme. Exposure working at the international level.
Desirable: Experience working in an international organization. Experience using Enterprise Resource Planning Oracle systems or similar packages. Relevant administrative experience.

- Sound knowledge and skills in accounting, finance, risk management and internal controls.


- Concrete skills in the managing of administrative processes and comprehensive knowledge of the Organization's financial and administrative policies and practices.


- Sound skills and understanding in the area of human resources.


- Strong people skills such as tact and discretion in dealing with sensitive issues in a multicultural environment.


- Sound organizational and communication skills.


- Sound skills in utilizing Enterprise Resource Planning Oracle systems or similar packages.


- Strong computer skills in office applications including excel, PowerPoint and Word.


- Ability to maintain harmonious relations inside and outside WHO and to work efficiently under pressure.


- Familiarity with WHO.

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4105 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
