Associate Specialist, PR Services Demand - GL C - Temporary until November 2022 (reposted)The PR Services team is the customer service hub of the Sourcing and Supply Chain team for PRs using the Global Fund’s centralized procurement facility, i.e. Pooled Procurement Mechanism (PPM), the main tool to deliver the Global Fund’s Market Shaping Strategy that has an annual spend of $1 billion, which represents over 60% of Global Fund health products spend and about 25% of Global Fund grant spend annually.



The PR Services team is responsible for managing relationships with the Principal Recipients of Global Fund grants using the PPM in close coordination with Health Product Managers and Country Teams within the Grant Management Division (GMD), as well as Supply Chain Specialists within the Supply Chain team. This team manages the transactions responsible for converting a purchase requests to delivery of health products in the country. It does this by proactively managing PR relationships, monitoring and managing requests, transaction exceptions and outliers through the pipeline, and providing excellent customer service support.



PR service, satisfaction and ensuring realization of all of the value opportunities from the product category strategies/global tenders (in terms of for example savings; best products; reliable supply etc.) are the team’s priorities. The team will continuously strive to improve PR service, for example by reducing end-to-end lead times and delivering optimal value at the lowest possible cost through more proactive and earlier management of requisitions.

The PR Services team is crucial for realizing the potential value from the Sourcing product category strategies for both the grant and the organization, ensuring compliance, efficiency, and effectiveness across the Sourcing and Supply Chain team and the Global Fund generally.



The Associate Specialist, PR Services Demand will be responsible for collecting, analyzing, interpreting, and producing insights from the demand data coming from countries and PRs in order to better inform the ways in which the Global Fund can proactively manage transactions and accurately forecast need to underwrite Health product category strategies, global tenders and contract implementation.

Key Responsibilities


Analytical capabilities:



  • Interprets data, analyses results using statistical techniques and provides ongoing reports.

  • Supports the collation, analytics and report creation for category strategies, tenders, contract implementation, supplier financial commitments and external partner engagements

  • Develops, implements and manages databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality.

  • Acquires data from primary or secondary data sources and maintain databases/data systems.

  • Works with PR Services and Category Managers to outline specific data needs for each business method analysis.

  • Identifies, analyses, and interprets trends or patterns in complex data sets relating to business needs.

  • Mines and analyses large datasets, draw valid inferences and translate complex findings and results into a compelling narrative

  • Establishes and maintains automated data processes.

  • Produces and tracks KPIs, develops and supports reporting processes, and monitors and audits data quality.

  • Liaises with internal and external clients to fully understand data content.

  • Gathers, understands and documents detailed business requirements using appropriate tools and techniques.

  • Designs and carries out evaluation methodology and analyse data.

  • Creates data dashboards, graphs and visualisations.

  • Provides sector and competitor benchmarking.


Demand management:



  • Analyses and extracts insights from country-level and aggregated demand data

  • Supports the collation of demand information to support inter-team and inter-divisional demand management process


Transaction management:



  • Supports the identification of transaction

  • Supports the identification of exceptions, outliers and efficiencies through analyses and the development of support tools/dashboards etc to support transaction management

  • Supports the tracking of end-to-end performance for countries and grants including SLAs, internal and external efficiency customer satisfaction


PSA management:



  • Supports the monitoring of Procurement Service Agent (PSA) performance


Category management support:



  • Supports the tracking of the volume metric of the savings calculation (Savings = unit price reduction x volume)

  • Supports the identification of product-specific and other value opportunities

  • Supports the collation of demand information in the needed format to enable the development of annual category demand forecasts; quarterly PO forecasts and annual financial commitments to suppliers


Tool and system support:



  • Identifies business needs, opportunities, and challenges with regards to category management

Qualifications


Essential:



  • Degree in mathematics, economics, Business management, or procurement related subject


Experience


Essential:



  • Advanced IT and analytical skills


Desirable:



  • Experience in the procurement analytical role

  • Knowledge on the health products

  • Relevant demand-side experience in Low and Middle-Income Countries

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
