Associate Specialist, C19RM Secretariat - GL C - Temporary until December 2022The Associate Specialist plays a critical role within the C19RM Secretariat by supporting core C19RM processes, ensuring operational excellence and due diligance and contributing to the Global Fund’s COVID-19 response.



They proactively contribute to the efficient and effective review of applications for funding, reprogrammings and grant agreements. Working closely with the Specialists, they will be deployed to provide end- to-end support for applicants and Country Teams in the coordination, preparation and timely processing of outcomes related to Fast-track and Full Funding Requests, including C19RM Investment Committee decision making, to ensure advancement of timely and efficient grant-making.



The Associate Specialist ensures compliance and screening for the C19RM Operational policies and procedures related to review processes as well as effective adherence to the respective operating principles from End-to-End C19RM business process.



The Associate Specialist proactively supports the C19RM Secretariat to look for opportunities to enhance operational excellence; and independently coordinates the internal Secretariat and external (GAC and CTAG) review process of funding requests (Funding Request, reprogramming and Notification Letter) under the guidance of senior colleagues. The Associate Specialist coordinates quality inputs and information sharing with a variety of internal and external stakeholders and takes on an active role to ensuring effective review, timely submission of documentation, and rapid sharing of lessons learned.



The Associate Specialist’s deliverables require consultation and interaction across diverse teams within the Global Fund and with key external stakeholders, and are required to be performed in an evolving context under tight deadlines.

Key Responsibilities


Under the direction from the Senior Manager and the day to day technical and support supervision of a Specialist, the Associate Specialist is expected to actively contribute to the C19RM Secretariat’s aim to ensure the Global Fund resources are invested for the greatest impact in support of the Global Fund’s COVID-19 response.


Because there are several Associate Specialists in the team to support pre-defined Global Fund Secretariat teams, the responsibilities listed below will be shared between Associate Specialists based on workload, interest and competencies. 


C19RM Secretariat Review Process:



  • Screening: Work closely with the Specialist, CRG and the CCM hub to develop and update C19RM screening guidelines and processes for ensuring compliance with CCM Eligibility Requirements;


  • In consultation with Country Teams, CRG and the CCM hub, undertake preliminary screening of Funding Requests for  consistency of submitted documents andto ensure that CCM Eligibility Requirement  has been met. Any problematic areas must be escalated for broader discussion in line with the Board policy;


  • In conjunction with relevant teams/hubs, ensure that all related data, databases, and analysis outputs for C19RM funding requests are accurate, up-to-dateand available in a timely manner; 
     


  • Support the coordination of Secretariat review process of C19RM funding requests from end to end, including detailed planning of submission windows and GAC/CTAG monthly review meetings, and communication thereon to stakeholders;


  • Support the C19RM Secretariat review process by synthesizing review outcomes and recommendations, and rapidly developing summaries of C19RM Seceretariat findings for Investment Committee consideration.
     


  • Support drafting of Notification Letters following Investment Committee awards in close coordination with the C19RM Specialist and colleagues across the Secretariat;
     


  • Review process support to Country Teams: Support the development of materials/meetings/training to provide customized and timely guidance, relevant tools on preparation for submission windows, funding request review processes as providing professional and service-oriented end-to-end support to Country Teams and applicants;


  • Organize pre-briefing meeting for Country Teams in advance of Investment Committee meetings where required, including gathering inputs from other Teams to ensure consistency and adherence to the set principles;
     


  • Operational Guidelines and Tools: Contribute to the development/revision of internal guidance notes and operational guidelines; Develop and update as needed  all relevant templates for C19RM funding request review processes, including taking ownership of on-going improvements to automate and streamline documentation;
     


  • Contribute to the collection, documentation and incorporation of best practices in C19RM review process and investment decision making; facilitate the tracking of recommendations and lessons learned to inform on-going process improvements; develop innovative ways of sharing this information for greater impact within the organization and with key partners.


  • Develop surveys, analyse results, and share results from and other data sources on an ongoing basis (usually after each submission window) to identify areas for improvement. 



C19RM Investment Committee:



  • Provide support at Investment Committee meetings and ensure accurate record of deliberations; contribute to documentation and synthesis of Investment Committee decisions, outcomes, key messages, strategic issues and actions based on Investment Committee deliberations;
     


  • Contribute to drafting of C19RM Investment Committee reports to the Board and facilitate timely Secretariat responses to inquiries on Investment Committee recommendations; Provide timely input to Investment Committee reports to the Board (Board summaries, etc.) to ensure that all documentation reflects accurate information on awards, key messages, recommendations and strategic actions and is shared with Board members in accordance to set timelines;


  • As required, develop any Board related analysis including Committee slides, etc.,
     


  • Consolidate GAC/CTAG inputs to reviews of individual funding requests: synthesize key messages, emerging thematic issues and concerns, strategic actions and recommendations for Country Team and Investment Committee consideration, highlighting issues for discussion during monthly review meetings and for communication to the applicant as relevant;
     


  • Ensure the GAC and CTAG Extranet and C19RM Intranet are updated and provide troubleshooting assistance as required; Support as needed in the interaction and feedback mechanisms with GAC and CTAG; and



Perform other relevant duties as required in support of the C19RM Secretariat in C19RM funding application processes, review and award.

Qualifications


Essential:



  • University degree in public health, business, economics, international/public affairs, or any quantitative discipline.



                   


Desirable:



  • An advanced university degree in public health, economics, business, international / public affairs, or any relevant discipline;  or an equivalent combination of academic/professional qualifications and experience.



Experience


Essential:



  • Experience and proven ability to work as part of a team to meet targets or deadlines and deliver results within given timeframe


  • Experience synthesizing information and communicating effectively and in a timely manner with important stakeholders


  • Experience in process management, policy, analysis and operational improvements


  • Proven project coordination experience



      


Desirable:



  • 2-4 years of relevant work experience


  • International experience, including in an international organization, non-profit or private sector involved in grant making


  • Experience drafting and finalizing high-quality summaries, written reports and presentations for senior-management and external audiences


  • Hands-on experience on Global Fund grants especially in the application and signing processes


  • High degree of knowledge and familiarity with Global Fund processes and policies and systems, including GOS.
