Senior Analyst, Risk Management C19RM - GL C - Temporary until October 2022The Senior Analyst, Risk Management C19RM provides analytical support in relation to risk management and oversight of the COVID-19 Response Mechanism (C19RM), enabling the operationalization of the C19RM monitoring and oversight framework.

Key Responsibilities


C19RM Monitoring & Oversight



  • Support managers and specialists in the Risk Department and the C19RM Secretariat to ensure monitoring, oversight and management of risks, is appropriately integrated into C19RM processes.

  • Coordinate with C19RM Workstream Leads, Global Risk Owners and other stakeholders to provide analytical support in relation to C19RM monitoring and oversight and broader risk management responsibilities. 

  • Undertake detailed quantitative analysis of C19RM portfolio performance data, within the context of the monitoring and oversight framework, including consolidating analysis provided by business owners to identify cross-cutting trends and outliers.

  • Support managers and specialists in the Risk Department and the C19RM Secretariat with background data analysis, preparation of summary dashboards, and the development of recommendations  to the Chief Risk Officer (CRO) and C19RM Investment Committee meetings.

  • Support the development of materials and organization of periodic meetings with C19RM Workstream Leads, Global Risk Owners and any other relevant stakeholders.


Reporting and Monitoring:



  • Develop templates for risk management monitoring and reporting on C19RM process controls.

  • Monitor compliance with C19RM Risk and Control matrices and support C19RM Workstream Leads and Global Risk Owners to update matrices as required.

  • Monitor and routinely follow up with relevant stakeholders to ensure assurance activities are being undertaken and appropriately documented.

  • Support the Risk Department team members, C19RM Workstream Leads and Global Risk Owners to operationalize C19RM exception reporting.

  • Develop and maintain databases as required and assist with producing (periodic as well as ad-hoc) reporting in collaboration with IT and risk owners.


Development of analyses and guidelines:



  • Provide Risk Specialist and Managers with quantitative and qualitative risk analyses.

  • Contribute to and possibly coordinate the development/revision of guidelines and policies.


Information Technology responsibilities:



  • Contribute to the design of C19RM related risk management tools, integrating them into other management IT tools when appropriate.

  • Advise and support Global Risk Owners and other stakeholders on the use of risk management tools.

  • Participate in the development of training and briefing materials for internal and external stakeholders.

  • Support the implementation of IT improvements through provision of on the job training to Global Risk Owners and other stakeholders, as needed.

Qualifications


Essential:



  • University degree in public health, economics, business administration, engineering, law, public administration, management, development studies, finance, or social sciences


Experience


Essential:



  • A minimum of 5-years work experience in the field of public health/epidemiology, economics or related areas with proven track record on complex data analysis

  • Strong analytic skills and ability to manage complex data systems

  • Proven experience of designing and implementing complex policy and / or projects in time sensitive and politically complex environments.

  • Experience coordinating between cross-divisional teams

  • Knowledge of AIDS, tuberculosis and malaria and/or global health, preferably with field experience.


Desirable:



  • Experience working in risk management in the international development sector.

  • Knowledge of the Global Fund and its policies, processes, procedures and IT systems;

  • Experience working in a multi-cultural environment

  • Experience working in a complex organization
