OBJECTIVES OF THE PROGRAMME


The mission of WHO's UHC/Healthier Populations Division is to contribute to reducing health inequalities and reducing preventable disease and injury caused by environmental, social and economic determinants of health. This is achieved through a coordinated inter-sectoral approach aimed at enabling all people to enjoy better health and well-being, in line with the Organization's 13th General Programme of Work (GPW13) and the Sustainable Development Goals. Within the Division, the Department of Social Determinants of Health leads WHO's efforts on addressing the social, physical and economic conditions that impact upon health, by compiling and disseminating evidence on what works to address these determinants, building capacity and advocating for more action. The Department of Social Determinants of Health supports Member States and other partners to address violence and unintentional injuries, foster healthy ageing and improve equity and well-being. This will be facilitated through cross-cutting initiatives on improving urban health, addressing economic determinants, and developing strategic frameworks and evidence-based policies. In this context, the Department of Social Determinants of Health supports the safety and mobility needs of Members States. The objectives of the Safety and Mobility team are to: support activities to attain the goal of the UN supported second Decade of Action for Road Safety 2021-2030 which is to reduce by 50% the projected increase in road traffic deaths by 2030; provide technical support to Member States to increase the proportion of countries with good road safety laws from15% to 50% as requested by UN General Assembly resolutions; build capacity in regions and countries to implement the recommendations of the World Report on Road Traffic Injury Prevention and related WHA resolutions; and provide global leadership and foster partnerships in the area of road safety through the United Nations Road Safety Collaboration.


DESCRIPTION OF DUTIES


Provide technical leadership and managerial support in the area of road safety, in particular in supporting countries and cities to implement the Global Plan for the Decade of Action for Road Safety 2021-2030, ensuring that the activities in this area are carried out efficiently and effectively.


 Oversee and coordinate activities related to the implementation of the Global Plan.


 Provide technical and policy advice to Member States and cities to strengthen their implementation of the Global Plan.


 Provide technical support to national and city governments for developing national and city plans based on the Global Plan.


 Regularly monitor the progress of national and city governments in implementing the Global Plan.


Establish and maintain a database of national and city focal points, priorities and plans for the Decade of Action.


 Support national governments to prepare their participation in and interventions for the High-Level Meeting of the UN General Assembly on Road Safety to be held in 2022.


 Work closely with the Unit Head Safety and Mobility and Director SDH, other staff in the Department and across WHO, to develop WHO's work on road safety, in particular implementation of the Global Plan, building on the many existing initiatives; Support the development of other policy and advocacy material linked to the Global Plan for the Decade of Action for Road Safety 2021-2030.


 Provide technical advice to the Director SDH, the Assistant Director-General for Healthier Populations, and to Regional and Country Offices on matters related to the implementation of the Decade of Action for Road Safety 2021-2030.


Perform all other related duties as assigned.


REQUIRED QUALIFICATIONS


Education


Essential: An advanced level university degree in social sciences, public health, economics or related fields to the functions of the position.
Desirable: A PhD in one of the above-mentioned fields or other disciplines relevant to road safety.


 


Experience


Essential: A minimum of 10 years of professional experience working on building technical leadership and managerial support in the area of road safety, including in national government or providing consultant advice to national government ministries in developing road safety policies and programs, including experience in leveraging the intersections across Member State Ministries of Health, Transport, Interior and others linked to road safety as well as cities in terms of road safety planning, policies and strategies. Demonstrated experience managing human and financial resources. Demonstrated experience at the international level.
Desirable: Experience in an international organization (e.g. within the UN system or civil society organizations) working on health and political processes, in particular working with Member State Ministries of Health, Transport, Interior and others linked to road safety as well as cities.

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6161 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
