Education Cannot Wait (ECW) is the first global movement and fund dedicated to education in emergencies and protracted crises. It was established in 2016 during the World Humanitarian Summit by international humanitarian and development aid organisations, along with public and private donors, to help reposition education as a priority on the humanitarian agenda, usher in a more collaborative approach among actors on the ground and foster additional funding to ensure that every crisis-affected child and young person is in school and learning.


Based on the recognition that continuous access to quality learning is a priority for children and families affected by conflicts, natural disasters and displacement and that no programme nor organisation can do it alone, ECW comes as a ground-breaking initiative bringing together public and private partners eager to work together differently and mobilize the funding required to deploy immediate and sustainable solutions.


ECW’s mandate is articulated around five core functions:



  1. Inspire political commitment, so that education is viewed by both governments and funders as a top priority during crises.

  2. Plan and respond collaboratively, with emphasis on enabling humanitarian and development actors to work together on shared objectives.

  3. Generate and disburse additional funding to close the $8.5 billion funding gap needed to reach 75 million children and youth.

  4. Strengthen capacity to respond to crises, nationally and globally, including the ability to coordinate emergency support.

  5. Improve accountability by developing and sharing knowledge, including collection of more robust data to make better-informed investment decisions, and knowledge of what works and does not.


Education Cannot Wait is hosted by UNICEF. The Fund is administered under UNICEF’s financial, human resources and administrative rules and regulations, while operations are run by the Fund’s own independent governance structure that provides strategic guidance and oversight to its investments. ECW's day-to-day activities are carried out by a Secretariat under the direction of the ECW Director.


How can you make a difference?


To date, ECW has made more than 265 grants. In 2020 alone, ECW made 129 grants and the number is still growing. As the number of the grants increases exponentially and rapidly, the needs to properly administer data as well as organize files grow. At the same time, the number of grant-related requests, such as no-cost extension and re-programming have increased as the number of approved grants grows.


To address the rapid needs to accommodate the increasing number of grants, ECW Strategic Planning and Accountability Unit is in search of a consultant who would assist in systematizing data administration, file organization and processing of various grant related requests. The consultant would work closely with ECW Grants Manager to establish data administration, file organization and approval workflow systems while also entering and cleaning data, organizing files and managing approvals of grant-related requests.


Expected results: (measurable results)



  • Data administration

    • Enter and clean grant-related data in the ECW grant database;

    • Review the ECW grant database (including entry and query processes) and recommend any improvements to make the database more user-friendly.


  • File organization

    • File all grant-related files in the ECW Grants Library and organize them by renaming and tagging appropriate information;

    • Review the ECW grants library filing system and recommend any improvements to make the filing system more user-friendly.


  • Facilitation of request approvals

    • Process incoming grant-related requests and track their approvals by following the established ECW approval procedure;

    • Review the ECW request approval process and recommend any improvements to make the approval system more streamlined.


  • Tracking of missing information and files

    • Identify any missing information and files and track them by liaising with grantees;

    • Review the ECW Information/file tracking system and recommend any improvements to make the tracking system more efficient.


  • Liaising with Finance and Operation, including UNICEF Fund Support Office, as needed in performing the above-mentioned duties.

 PROPOSED PAYMENT SCHEDULE - By Deliverable


Payment upon deliverables/milestones:  UNICEF will only make milestone payment based on achievement of specific deliverables as listed on the table above. These payments should be stated in terms of percentage.  Also note that UNICEF does not make advance payment except under certain conditions in line with UNICEF Financial Rules and Regulations.


Individual Contractors who are working in a full-time capacity (for a minimum of 1 full month) and with the same working schedule as staff at the duty station (generally office-based, working five weekdays per week and following the office hours) receive Paid Time Off (PTO) credit at the rate of one- and one-half days (1.5 days) for each full month of service. Please refer to Paid Time off for Individual Contractors for further information.


To qualify as an advocate for every child you will have…



  • A university degree in Business Administration, Information Management, Library Science or another related social science field is required. A Master’s degree is highly desirable.

  • A minimum of five years of entry-level professional experience in data management, programme management and archiving in the non-governmental or private sector. Prior experience in the grant-making sector such as foundations and philanthropies is desirable.

  • Profound knowledge and highly skilled experience in Microsoft SharePoint, Microsoft List, Microsoft Access and Microsoft Forms in addition to Microsoft Word and Excel as well as Adobe Acrobat. Knowledge and experience in other online data entry/database, spreadsheet and cloud-based storage applications such as JotForm and DropBox is a plus.

  • Fluency in English (written & verbal) is required. Knowledge of an additional UN language (Arabic, Chinese, French, Russian, Spanish), particularly French, is desirable.
