The Capacity Building and Collaboration Unit sits within the Department of Digital Health and Innovation (DHI). The Department of Digital Health and Innovation sits within the Science Division, led by Chief Scientist. The overall mission of the Science Division is to harness the power of science and innovation in a systematic way, by ensuring the excellence, relevance and efficiency of WHO's core technical functions, including norms and standards and research. Within the Division, the specific purpose of DHI is to harness the power of digital health and technologies to contribute to the attainment of the highest standard of health of all people.
The mandate of the department is structured around 4 functions:
- To enhance WHO's global leadership and role in assessing and enabling digital health technologies, and support countries to make decisions about how to prioritize, integrate, implement and regulate them.
- To support development of methods for assessment of digital technologies, at global and national level.
- To identify, foster and scale up evidence-based innovations, to address gaps in UHC, health emergencies and healthier populations.
- To identify and foster internal and external collaboration through networks and partnerships to help identify and address gaps and avenues for digital health solutions.
Under the direct supervision of the Unit Head, Capacity Building and Collaboration (CBC), the incumbent will be responsible for:
- Support production and maintenance of core competencies of global digital health literacy for promotion and inclusion in education and training curricula of health professionals and allied workers.
- Support counterparts in Member States in prioritizing literacy in digital health technologies, digitization, digitalization and change management, as well as appropriate positioning of digital health literacy in national digital health strategies.
- Promote the “digital determinants of health”, such as literacy in information and communication technologies and access to equipment, broadband and the internet.
- Improve digital health literacy within the organisation and in Member States, as well as in using and understanding digital health technologies and systems, including health data.
- Support the validation of digital health learning tools and ensuring promotion of, and accessibility by, the population in Member States.
- Contribute to strengthening the capacity of training institutions to establish and/or expand digital health literacy, and provision of life-long learning opportunities for digital health, and supporting accreditation of digital health learning programmes by the relevant authorities.
- Prioritize literacy through accessible tools that enable understanding of digital health technologies and systems.
- Foster digital health literacy at population level and raising awareness of patients' rights and safety on the internet.
- Provide support to WHO regions, country offices and Member States to enable literacy in digital health technologies and systems.
- Create an enabling environment within the organisation that fosters digital health literacy within the WHO departments.
- Perform other duties as assigned.
Essential: A first university degree in Digital Health, Public Health, Telecommunications, Engineering, Communication or related field relevant to the position.
Desirable: Training in pedagogic skills or training methodologies.
Essential: A minimum of two years' work experience implementing information technology/ digital health learning programmes.
Desirable: Experience in an international organisation dealing with digital learning. Demonstrated exposure at the international level.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 48,805 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3510 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
