The WHO Department of Global HIV, Hepatitis and Sexually Transmitted Infections (HHS) Programmes leads the global health sector response, towards the elimination of HIV, viral hepatitis and Sexually Transmitted Infections epidemics, within the framework of universal health coverage, focusing on populations most vulnerable and on countries with the highest burden. The HHS Programmes are guided by the three Global Health Sector Strategy (GHSS) on HIV, Hepatitis and Sexually Transmitted Infections (STIs) 2016-2021 towards ending the epidemics. The strategies follow the following five strategic directions: Information for focused action; Interventions for impact; Delivering for equity; Financing for sustainability; and Innovation for acceleration. New Global Strategies are being developed for the period 2022-30.
Contribute to the Department's biennial programme of work in the area of strategic information related to STIs; to produce timely and high quality outputs as defined in its work plan. Assigned duties in this respect include:Under guidance of the SIA Unit Head and the STIs Cross-Cutting Lead, coordinate the development and maintenance of the Strategic Information network within WHO and with external key stakeholders to develop, implement, maintain and update the global STI data management system for surveillance and key programme data related to STIs burden, prevention, diagnosis, and treatment; Update technical guidance and tools on strengthening different components of STI surveillance and on the collection and use of surveillance and programme data related to STIs. Lead the data collection, validation and analysis for the annual reporting on global health sector strategies; In collaboration with other departments in WHO Headquarters (HQ) as DDI, support data collaborative platforms and district health information systems;Provide technical assistance and capacity building to relevant regional and country offices on strengthening different components of STI surveillance and on the data reporting systems for STIs (including mechanisms for the accurate data collection, compilation, validation & analysis, quality assurance, data use to plan and improve programs, as well as dissemination/utilisation of both STIs surveillance and programme data). The focus of the surveillance work is to develop better country-level estimates of the prevalence of the four curable STIs; Provide technical expertise on the national STIs M&E frameworks related to the development and review of national strategic plans, using data to identify gaps, priorities and to promote accountability for progress and impact; Support the development, adaptation, and use, in collaboration with the network, of statistical models related to estimating the burden of STIs and projecting its health and economic impact. In collaboration with WHO and external experts, oversee the quality and facilitate the contracting out of relevant health-economics, impact, target setting and modelling work related to STIs; Represent WHO at international meetings and conferences on issues related to the STIs strategic information;The incumbent may be requested by Senior Management to assume additional responsibilities and/or other duties.
Essential: An advanced university degree in public health, epidemiology, social science, or statistics
Desirable: PhD in public health, epidemiology, social science, or statistics.
Essential: At least seven years' of national and international experience in surveillance, health information management, programme monitoring and evaluation, of which at least 5 years in infectious diseases, and 2 years in resource limited settings. Demonstrated exposure at the international level.
Desirable: Experience within WHO in Strategic Information and Surveillance or Health information and Knowledge management for STIs would be an asset. Substantial experience of working in resource-limited settings on Strategic Information and Surveillance would be an asset as well.
Knowledge of the principles and methods of infectious-disease surveillance and programme monitoring, including methods for compilation, validation, analysis, quality assurance and dissemination of data. Experience and skill in the analysis of health data. Proven publication record on strategic-information issues in peer-review journals. Excellent partnership building and coordination skills. Tact, discretion and diplomacy. Ability to produce results under pressure within designated timeframes.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4926 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
