The Department of Digital Health and Innovation (DHI)sits within the Science Division, led by Chief Scientist. The overall mission of the Science Division is to harness the power of science and innovation in a systematic way, by ensuring the excellence, relevance and efficiency of WHO's core technical functions, including norms and standards and research. Within the Division, the specific purpose of DHI is to harness the power of digital health and technologies to contribute to the attainment of the highest standard of health of all people.
The mandate of the department is structured around 4 functions:
1. To enhance WHO's global leadership and role in assessing and enabling digital health technologies, and support countries to make decisions about how to prioritize, integrate, implement and regulate them.
2. To support development of methods for assessment of digital technologies, at global and national level.
3. To identify, foster and scale up evidence-based innovations, to address gaps in UHC, health emergencies and healthier populations.
4. To identify and foster internal and external collaboration through networks and partnerships to help identify and address gaps and avenues for digital health solutions.
Under the supervision and overall guidance of Director Digital Health and Innovation and in close coordination with theOffice of the Chief Scientist, the Programme Officer will:
1. Provides Guidance and advice to the Director in managing the overall budget planning, financial management administration and facilitating the human resource related planning and operations of the offices.
2. Manages and monitors the budget and finance of the office and develops innovative approaches to financial management, developing new best practices for financial resources.
3. Oversees, quality assurance and compliance of transactions and allocates financial resources and award mapping for the office, providing periodic financial reports, data, and statistics in accordance with WHO's rules and regulations and donor requirements.
4. Analyses financial data and provides advice to decision makers on the financial administration of the programme area.
5. Assists the Director or responsible officers in coordination the operational work planning processes.
6. Responsible for reviewing contracts and donor proposals and agreements and liaise with responsible technical officers and partners accordingly.
7. Works closely with the Director/Responsible Officer and/or technical staff in supporting fundraising and resource mobilization activities accordingly.
8. Organizes the administrative functions of the offices and oversees the effective work of administrative support staff to ensure effective programmatic and administrative support.
9. Performs all other related duties as assigned.
Essential: An advanced university degree (Masters level or above) in Business Administration, Management, or related field relevant to the position.
Desirable:
Essential: A minimum of seven years professional experience in conducting financial management, budget and work planning related programme activities as well as working in the area of administration. Demonstrated exposure at the international level.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4926 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
