OBJECTIVES OF THE PROGRAMME

The WHO Department of Global HIV, Hepatitis and Sexually Transmitted Infections (HHS) Programmes leads the global health sector response, towards the elimination of HIV, viral hepatitis and sexually transmitted infections (STI) epidemics, within the framework of universal health coverage, focusing on populations most vulnerable and on countries with the highest burden. The HHS programmes are guided by the three Global Health Sector Strategy (GHSS) on HIV, Hepatitis and Sexually Transmitted Infections (STIs) 2016-2021 towards ending the epidemics. The strategies follow the following five strategic directions: Information for focused action;  Interventions for impact; Delivering for equity; Financing for sustainability; and Innovation for acceleration.The Treatment, Care and Service Delivery (TAC) unit is located within the HHS Department and the focus is on norms and standards development related to treatment, care and service delivery for HIV, Hepatitis and STIs. The unit also provides technical leadership at global, regional and country level on treatment of HIV/AIDS, Hepatitis and STIs, management of HIV-associated opportunistic infections and comorbidities, TB/HIV, Diagnostics, prevention of mother-to-child transmission, and development of differentiated service delivery approaches.

DESCRIPTION OF DUTIES

HIV Associated Tuberculosis (65%)Responsible for the coordination, development and successful implementation of the WHO TB/HIV agenda. Serve as the technical focal point for TB/HIV for key stakeholders to advance the global TB/HIV agenda and organize international partner's meetings to develop strategies and plans. Ensure quality donor reporting on the financial support provided. Advocate for the integration of TB/HIV interventions within the respective global, regional and country agenda's, programmes and tools. Take the technical lead for the research agenda, the development of normative guidance and implementation guidance for countries; and for disseminating and supporting the implementation of this guidance at country level in collaboration with WHO counterparts at a regional and country levels. Provide technical expertise in the area of prevention, care and treatment of TB among people living with HIV, with specific emphasis on infection control, TB/HIV co-infection and integration of service delivery activities. Serve as the technical liaison between the Department and the Global TB Programme with WHO and implement collaborative workplans. Collaborate with the Maternal and Child Health Department related to HIV-infected pregnant and breastfeeding women.Provide technical support to low and middle income countries (LMIC) to implement TB/HIV activities to achieve reduction in TB deaths in PLHIV and to support the TB/HIV components of the TB and HIV strategic plans, M&E plans and related reviews, as well as service delivery approaches as adherence and retention to improve outcomes, as well as to support other country requests.Collaborate with the Strategic Information Unit related to TB/HIV data. Other HIV-associated opportunistic infections and co-morbidities (20%). Serve as the technical focal point for treatment and care management issues on HIV-associated opportunistic infections and comorbidities and to advance the WHO HIV treatmentand care agenda. Serve as the technical liaison between HHS and Non-Communicable Diseases(NCD) and Neglected Tropical Diseases (NTD) Departments and elaborate and support the implementation of collaborative workplans.  Provide technical expertise in the area of prevention, care and treatment of majorHIV opportunistic infections and comorbidities among people living with HIV, with emphasis ondevelopment of normative work and integration of service delivery activities.Support plans for and organise meetings and workshops related to management of HIV-associated opportunistic infections and comorbidities. Quality of HIV Clinical Care and Technical Assistance (10%). Lead the Quality of HIV Care component within the Service delivery area of work of TAC. Contribute to the service delivery normative guidance and implementation tools as necessary based on the guidance of the Quality of Care TWG. Represent WHO in the interagency Quality of Care technical working group composed of international and UN partners to strengthen gaps along the HIV care cascade. Represent the HSS department in the WHO quality of care task force. The Task Force works under the Universal Health Coverage platform to support the integration of quality of Care. Strengthen the collaboration with other departments at WHO. Any other duties as required and requested by the supervisor (5%)

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree in medicine.
 

Desirable: Additional advanced university degree n public health, epidemiology or other relevant degree in infectious disease management.

Experience

Essential: A minimum of 7 years of relevant professional experience in the field of communicable disease programmes, of which at least three years in HIV/TB and/or HIVco-morbidities and co-infections in LMIC. Demonstrated exposure at the international level.
 

Desirable: Documented experience in TB/HIV and HIV co-morbidity and co-infection guidance and tool development;experience in quality of care and the broader service delivery would be and asset.

Skills

The candidate will need to have skills to fulfil the core competencies of WHO, including experience working in low and middle income countries; experience and facility at communication across multiple stakeholders; documented experience in convening international expert meetings. Excellent presentation and communication skills and good networking skills. The posts requires demonstrated technical leadership qualities and ability to translate research outcomes into normative guidance into country action and impact.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5556 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
