Key Responsibilities
1. Develop a comprehensive RSSH measurement framework based on a clear theory of change
Working closely with RSSH and MECA (Monitoring, Evaluation and Country Analysis) senior specialists, conduct an in- depth review of the history of RSSH measurement at the GF focusing on recommendations provided by partner and committees/ Board (including OIG and TERG) and on lessons learned from previous efforts to measure RSSH
Define a theory of change and an approach to measuring RSSH investments in relation to disease outcomes, as well as broader health systems impact
Strategic activities
Liaise with Strategy and Policy Hub to integrate the vision and approaches to RSSH measurement in the next GF strategy
Support the RSSH and MECA Senior managers to provide internal feedback to Board and Strategic Committees, TERG and OIG on the progresses of RSSH measurement
Input into the development and revision of internal guidance material and policy notes on RSSH measurement.
Define a matrix for technical measurement of RSSH investments
Guide the development of country measurement frameworks for Global Fund RSSH investments and the production and use of strategic information on RSSH for programmatic action and improvement
Define outcomes of each sub-component of RSSH and propose indicators and metric for its measurement
Working with the RSSH and MECA teams, identify what RSSH indicators and metrices are already being collected and if not, how these could be collected
Work with RSSH and MECA to (a) identify evaluation and operational research needs, (b) routinely track and compile evaluation and implementation science activities to measure implementation, progress and impact of Global Fund RSSH investments, (c) regularly review and ensure quality of evaluations and operational research findings and recommendation that contribute to improved program and data quality
Provide oversight in the evaluation of specific innovations under the service delivery innovations (SDI) strategic initiative (SI).
2. Align partners on RSSH measurement approach
Learn from and contribute to the global efforts to improve measurement of the impact of RSSH investments and links to disease outcomes
Support RSSH and MECA Senior Managers in organizing technical discussion on RSSH measurement and convening key internal and external RSSH partners: ensuring feedback and buy-in on the proposed Global Fund vision and approach
Organize and facilitate discussions with academic institutions and Universities with expertise in RSSH measurement and get their inputs and recommendations
Facilitate transparent communication, engagement and collaboration with the Disease Impact and Modelling Team and Key Performance Indicator team.
3. Structure the reporting on RSSH investments and linkage to disease outcomes
Lead and coordinate the organisation of RSSH Dashboard
Adjust and improve mechanisms to report on RSSH investments, based on existing tools and dashboards (RSSH dashboards, M&E dashboards, Supply chain & finance reporting systems etc.)
Define how the information should be compiled from various sources and presented and the relationship with diseases outcomes/ impact
Ensure this information is linked to existing Grant Operating System (i.e DnA dashboards)
Collaborate with Disease Advisors and technical partners for development of training materials for better use of data at all levels (national, sub-national and site level) for decision-making, improved management and service delivery.
4. Disseminate and work with Country Teams
Work with CT, GMD and internal teams in the Secretariat to disseminate the RSSH measurement approach, promote understanding and continuous learning
Participate in CT country mission as per request and in case of special scenarios / issues / bottlenecks to be solved
Collaborate with PHME specialists in Country Teams, to identify and document data gaps and M&E strengthening actions required to improve measurement and impact of RSSH investments. This includes specific data needs in Challenging Operating Environments (CoEs), regional grants
Integrate principles of risk when investing into RSSH and balance threats and opportunities in Global Fund grant processes
The Senior Specialist will also perform people management responsibilities.

Qualifications
Essential:
Advanced university degree in health systems management, health economics or a related field with strong background in M&E.
Extensive record of publications in peer-reviewed journals.
Experience
Essential:
Extensive professional and practical experience in planning, management, monitoring & evaluation of public health programs, including country experience
Proven experience in health program measurement and improvement processes
Strong experience in both quantitative and qualitative analysis methods with ability to structure complex databases and support cross cutting country data systems
Proven field experience, particularly working with weak health systems, and challenging operating environments
Proven experience with strategic policy development, development of frameworks
Proven decision-making competencies and ability to work with a variety of partners to reach consensus in the context of a complex multiple-stakeholder environment
Strong partnership experience and project management
Experience in providing strategic options to management based on robust evidence and communicating complex results for improvement
Desirable:
Over 8-10 years of professional and practical experience in planning, management, monitoring & evaluation of public health programs, including country experience
Experience with large scale surveys particularly health facility assessments /data quality assessments, household surveys, as well as supporting HMIS / DHIS systems
Experience working in multiple organizations and country settings.
Over 4 years of people management responsibilities.
