Key Responsibilities
Oversees, with support of the AGYW Senior Technical Coordinator, the day to day management and technical oversight of the AGYW SI and represents the AGYW SI as required.
Ensures that the objectives and the deliverables of the AGYW SI are met by diligent oversight of implementers, regular monitoring and learning mechanisms, and proposing adaptations as necessary.
Ensures timely and comprehensive reporting on the deliverables of the AGYW SI as required by the Global Fund’s SI Secretariat and Board.
Ensures the development of protocols and procedures that are aligned with Global Fund standards and support streamlined implementation of the AGYW SI including work plans with deliverables, timelines.
Promotes coordination and learning across the different implementers and in-country programs based on the experiences of the AGYW SI; this includes sharing as appropriate lessons learned, tools and protocols developed, guidance, implementation SOPs, etc.
Supports implementation and oversight of the evaluation and learning framework of the AGYW SI.
Acts as the AGYW SI liaison to ensure synergies with the other relevant Strategic Initiatives including Human Rights, RSSH/CBM, CRG, Condoms, Sustainability and Transition, Data, and Innovative Financing.
Supports coordination and learning with the HER Voice Fund to ensure complementarity.
Coordinates financial reporting and forecasting for the AGYW SI, ensuring the quarterly forecast is submitted to the SI Finance Manager and that financial reporting/information is submitted to the AGYW Senior Technical Coordinator as needed.
Supports the AGYW Senior Technical Coordinator, in the selection of suppliers and service providers; provides technical advice in drafting RFPs; and liaises with the Procurement Department to issue RFPs.
Works closely with the AGYW Senior Technical Coordinator to: monitor the overall performance of the AGYW Strategic Initiative and input into formal evaluations and processes to improve the effectiveness and impact.
Maintains and strengthens relationships with community and civil society stakeholders including AGYW networks and those living with and/or most affected by the three diseases and the CRG Advisory Group.
Contributes to the development of Global Fund reports, policy papers, publications, press releases, presentations and other communication materials as requested by the AGYW Senior Technical Coordinator; or the Head of Department.
Performs other tasks or duties consistent with the role as assigned by the AGYW Senior Technical Coordinator; or the Head of Department.

Qualifications
Essential:
University degree in international relations, development, public health, and other related subjects
Desirable:
Further related qualifications in community responses, key populations, human rights and/or gender
Experience
Essential:
Experience in international working environment, focusing on project management, international development, humanitarian aid and global health.
Community experience working with engagement of adolescents and/or marginalized communities.
Demonstrated knowledge of Global Fund and its policies, processes and its governance structure.
Demonstrable track record of working with communities and civil society and with partners from low and middle-income countries.
A proven understanding of the international health and development landscape including partners working on community engagement, technical support and capacity development in relation to HIV, TB and Malaria.
Desirable:
At least 6 years of experience in international working environment, focusing on project management, international development, humanitarian aid and global health.
Familiarity with international funding and technical assistance mechanisms (including the Global Fund).
Experience working in an NGO or community-based organization in resource poor settings on programming related to human rights, key populations and/or HIV or TB.
Strong networks and collaborative relationships with key and vulnerable population organizations and networks working on HIV and TB.
Strong networks and collaborative relationships in human rights, health and development with global and country partners.

An excellent knowledge of English and French is essential. Working knowledge of other languages particularly Portuguese would be an asset.
