OBJECTIVES OF THE PROGRAMME
The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The objectives of the Country Readiness Strengthening Department include the development and strengthening of core national capacities necessary to mitigate and respond to emergency risks and vulnerabilities. The Department prioritizes support to the most vulnerable and low capacity countries.
DESCRIPTION OF DUTIES
Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to the needs and agenda:
1- Lead the area of standard setting and collection of best practices in support of the Emergency Medical Teams (EMT) Network Leader, including but not limited to: [a] developing and continuously reviewing minimum technical standards and best practices in clinical and operational aspects of relevance to EMT ; [b] provide substantive and technical oversight to consultants and Technical Working Groups ; c] developing quality assurance technical standards and mechanism for EMTs ; [d] formulating Standard Operating Procedures (SOPs) for the Teams' application and the coordination mechanism ; [e] contribute to the revision of EMT response framework and deployment SOP including after action reviews and other operational research opportunities.
2- Provide expert advice and support to the global EMT mentorship and classification process with focus on the clinical and operational aspects and participate in classification visits as required.
3- Provide expert advice on national capacity strengthening processes including the promotion of national EMT accreditation processes, and take part in and/or lead capacity strengthening and quality improvement missions for national and international EMTs.
4- Provide advice and support to internal and external stakeholders on EMT capability and capacity issues.
5- Coordinate when required, with EMTs, Ministries of Health, Registration authorities, Foreign Affairs and National Disaster Management Agencies on issues pertaining to entry and registration requirements.
6- Serve as first point of contact on the EMT duty team responsible for initial response planning at the onset of emergency events.
7- Provide operational support to the EMT Secretariat in the event of an activation and/or deployment, including but not limited to providing technical support to country, regional and headquarters response functions, preparedness activities and response to emergency.
8- Perform other related responsibilities as assigned, including replacing and backstopping for others as required.
REQUIRED QUALIFICATIONS
Education
Essential: University degree in medicine or nursing from accredited/recognized institute.
Desirable: Specialized training in emergency management, public health. Rapid response training such as EMT.
Experience
Essential: At least five years' experience in health emergencies or in UN disaster response activities at national and international levels.
Desirable: Experience in field emergency projects management. Knowledge of UNDAC, INSARAG, OCHA and/or other rapid response system.
Skills
Demonstrated capacity to multi-task and produce results under pressure within short deadlines. Strong organizational and analytical skills combined with projects management abilities particularly in difficult field situations. Excellent communication skills and ability to write in a clear and concise manner. Strong awareness and understanding of cultural and political sensitivities. Diplomacy, tact and courtesy.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4547 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
