The WHO Department of Global HIV, Hepatitis and Sexually Transmitted Infections (HHS) programmes leads the global health sector response, towards the elimination of HIV, viral hepatitis and sexually transmitted infections epidemics, within the framework of universal health coverage, focusing on populations most vulnerable and on countries with the highest burden. The HHS programme is guided by the three Global Health Sector Strategy (GHSS) on HIV, Hepatitis and Sexually Transmitted Infections (STIs) 2016-2021 towards ending the epidemics. The strategies follow five strategic directions:
1) Information for focused action;
2) Interventions for impact;
3) Delivering for equity;
4) Financing for sustainability; and
5) Innovation for acceleration.The immediate strategic objective of the "Office of the Director of Global HIV, Global Hepatitis and Sexually Transmitted Infections Programmes” focuses on providing leadership on the organization-wide HIV, viral hepatitis and STIs programmes of work. It also ensures coordination within the Department and WHO on partnerships on PEPFAR, Global Fund, Civil Society and UNAIDS and other partnerships as needed, provides the WHO's secretariat function for the relationship with UNAIDS.
Provide governance support to the Director including: support in the organization and convening of the Strategic and Technical Advisory Committee on HIV, Viral Hepatitis and STIs; ensure timely departmental contributions to WHO's Executive Board and World Health Assembly discussions; support to the management of collaborations with organizations with Official Relations status that are hosted within HHS; Lead the establishment, elaboration, formulation and implementation of coherent approaches to engage with civil society and community-led organizations and other specified non-state actors in relation to the implementation of global health sector strategies on HIV, viral hepatitis and sexually transmitted infections (STIs); coordinate the convening and ongoing relationship with the advisory group of women living with HIV; manage the convening and oversight of civil society reference groups for HIV, viral hepatitis and STIs. Follow closely, analyze evolving priorities of civil society and community partners and provide expert advice on the reorientation of WHO HIV, Hepatitis and STI related partnerships and collaborative arrangements.
Support organization-wide efforts and initiatives designed to strengthen community engagement and civil society partnerships towards improved health; Lead and oversee the development of global health sector strategies on HIV, viral hepatitis and STIs and support the annual reporting to the WHO governing bodies;Provide senior expert advice to Senior Management on leveraging non-State actor support to the strategies' successful implementation; and supporting the units on NSAs in establishing and maintaining official relations with WHO; Maintain and update non-State actor intelligence and support the preparation of briefings for senior management;Develop technical and programmatic relationships within UN system, multilateral partners, and member states, in the areas of HIV, viral hepatitis and STIs to maximize collaborative synergies and resourcing opportunities; Support the leadership positioning of the HIV, viral hepatitis and STI programmes through high profile events including international conferences, including support to the development of high-level messaging /communication of departmental priorities; Contribute to designated governance and programmatic processes convened by the UNAIDS Secretariat, including ensuring optimal engagement with the Committee of Cosponsoring Organizations; Programme Coordinating Board (PCB) meetings and task teams and through formal strategy and policy development and evaluation processes;Manage the processes of the WHO chairmanship of the Committee of Cosponsoring Organizations (CCO) for UNAIDS during the allocated rotation;Identify opportunities, and devise approaches and plans, for expanding and strengthening the technical partnership base for the HIV, viral hepatitis and STI programmes and support Regional Offices in partner relations; Contribute to the development of WHO policy positions and normative products in the above areas of work;Any other duties as assigned by the supervisor (10%).
Essential: An advanced university degree (Masters level or above) public health. international relations or development, or related field relevant to public health issues related to HIV and/or viral hepatitis.
Desirable: Academic qualifications in advocacy, partnership and/or communication an advantage.
Essential: At least 10 years' experience, in a national and international context, in health-sector related policy analysis and project management with substantial involvement in HIV and/or viral hepatitis. Experience in managing partnerships with non-state actors and/or external relations functions in an international health context. Experience of working with WHO with an understanding of its mandate and goals in the field of HIV, familiarity with UNAIDS constituencies and processes and those of major international development partners. Demonstrated experience in the development, implementation and reporting of organizational collaborative strategies and programmes (including Memoranda of Understanding). Experience in developing and delivering global advocacy strategies.
Desirable: Several years' experience working in international organizations at a regional or country level. Experience in leadership support and positioning.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 88,162 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6399 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
