The Sanitation and Hygiene Fund is a public-private partnership committed to saving lives and improving the well being of people by improving access to sanitation, hygiene and menstrual health hygiene. The Fund will invest in country led programmes to accelerate progress and sustainable impact toward the achievement of SDG 6.2.
The Fund will maximize the efficiency and effectiveness of international development assistance and national investment. Staff at the Fund manage grants, coordinate with partners, support countries, monitor and evaluate results, report on progress, manage donor relations and raise funds.
At the core of the new architecture is a country funding model designed to be an efficient and effective mechanism that can operate at scale and deliver impact and supported by a suite of policies that define how funding is to be invested. The SHF uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and the long term sustainability of its programs.

Role of the Deputy Executive Director
Reporting to the Executive Director, the purpose of this role is to lead on strategy implementation, measuring performance and impact and overseeing country programmes and related financial and programmatic risks. The role is responsible for building capability to deliver as well as building relationships and representing the position of the organization among key technical stakeholders, including internal and external partners, academic institutions, CSOs and the private sector.
The DED is responsible for ensuring that the vision/mission and the core priorities of the SHF are reflected in the organization’s policies, practices and outcomes, so that the SHF can achieve sustained impact, fragile, complex and transitional settings. The role is also responsible for acting as a gender champion, ensuring the effective implementation of gender related policies across SHF’s programmatic work.
The DED will promote a culture of respect and trust at all levels of the organization and among external partners. The role is responsible for facilitating effective communications and knowledge sharing, as well as coaching and mentoring of team members.
The role is critical in driving a culture of results across the SHF, focusing efforts to obtain maximum organisational impact.
Functional ResponsibilitiesThe DED provides leadership across critical areas such as planning and implementation, risk management and gender advocacy, to ensure the SHF achieves sustained impact across fragile, complex and transitional settings. Specific responsibilities will include:
Oversee the development of the SHF strategy policies, proposal and application guidelines and their evolution based on learning.
In collaboration with the Secretariat team and key partners, establish annual objectives based on the five year strategy to determine annual targets, performance measurements, standards and results expected.
Monitor implementation, oversee progress toward annual objectives and take decisions to ensure the delivery of results as planned.
Assess the performance and efficacy of the SHF operations and take decisions and/or recommend to the Executive Director appropriate changes in operations to enhance/maximise results.
Manage the organizations hosting agreement with the United Nations.
Plan and allocate resources (human, financial and administrative) to achieve goals and ensure financial sustainability in accordance with UNOPS standards of ethics, integrity and accountability framework.
Operate within the defined limits of authority on matters of Finance, Procurement and Human Resources and subject to any limits or conditions that may be imposed as per delegated authority.
Promote a matrix management approach and teamwork, collaboration and diversity by providing direct reports with clear direction, objectives and guidance to enable them to perform their duties responsibly, effectively and efficiently.
Plan, recruit, manage and develop a flexible workforce with the skills and competencies needed to ensure optimum performance, and ensure gender and geographical diversity.

Represent SHF, at key global/regional events (including media and public relations events) and meetings to speak on organizations goals, interests and competencies, build and maintain alliances and to promote/advocate the organization.
Collaborate with internal and external partners, colleagues and stakeholders to keep abreast of evolving trends, advocate for SHF and build partnerships/alliances to maintain/enhance SHF’s visibility globally.
Build and maintain public/media relations to actively engage their interest/support in promoting and communicating SHF’s achievements, competencies and interests.
Develop and cultivate strategic partnerships with key academic institutions and private sector actors to drive the learning agenda and innovation.
In consultation with the Executive Director, facilitate the mobilisation of resources whenever appropriate and possible, in consultation with the RM Unit.
Oversee the annual process for SHF country eligibility and transition determination.
Ensure Board approved policies in relation to country operations are clearly defined in the proposal guidelines and are understood by internal and external stakeholders (including co financing policy, eligibility and transition; resource allocation etc).
Present the Board with parameters for eligibility and transition and ensure transparent application of Board-approved funding and allocation methodology.
Ensure a high quality Independent Review processes, conducted according to the Board-approved Terms of Reference, upholding IRT independence, impartiality and technical rigor.
Oversee the Country Fund Portfolio team to implement the SHF strategy and policies into operational guidance, ensuring internal teams are guided with the necessary systems, tools, and communication support.
Oversee SHF’s financial assets and facilitate the work of the Board Finance and Audit Committee, in ensuring transparency and accountability of finances to inform decision-making on the allocation of funds to support resource mobilization and investments in countries.
Oversee the Monitoring and Evaluation team to provide guidance on results framework and impact.
Facilitate and support the work of the Board Strategy Committee.
Report to Executive Director on grant portfolio, progress on strategic KPIs and lessons learned.

Lead the ongoing research, development and implementation of best practice and innovative approaches to maximise performance and sustain achievements.
