Associate Security Officer - GL C - Temporary 12 months

• The Global Fund administration is aligned with the organizational strategy and priorities;

• The management of administration services is based on effective policies for facility management, travel, conference management, asset management and security;

• Administration services are delivered in a timely and efficient fashion in support of the Global Fund vision and mission.



The Administration Team provides the overall vision and leadership for strategic administration resources, management and provides appropriate information and measures for staff safety and security and support the HR Department for health and safety at work.



As part of this mandate, the security and safety function is highly critical to safeguarding the organization and its staff both at the secretariat and when travelling on mission, particularly at times of increasing threats in ensuring that adequate security and safety policies and procedures are in place and implemented in order to minimize risks and liabilities for the organization.



Under the oversight of the Senior Security Officer, the Associate Security Officer is responsible for providing support to ensure that the organization applies best standards and processes in respect to Duty of Care vis-à-vis its staff and the protection of the organization.



This function falls under the Global Fund obligation to build a broad culture addressing the health, safety, security and well-being of employees and other related collaborators to the business. To do so, the organization is expected to develop and deploy appropriate travel risk management approaches to protect people from possible harm.

Key Responsibilities


Reporting to the Senior Security Officer, Administration Team, the Associate Security Officer will:



  • Be responsible to support building and enhancement of a robust Safety and Security framework in line with the concept of Duty of Care and related moral and legal obligations of the Global Fund Secretariat, to its employees and contractors, and to maintain their security and safety when working at the secretariat or when in–country on mission. This includes coordinating to develop and deploy appropriate travel risk management approaches to protect people from possible harm;

  • Support the design, implementation and monitoring of a security and safety strategy, related policies and procedures for the organization both at the secretariat and when on mission to ensure the organization applies best practice in the areas of security and safety;

  • Coordinate in preparing direct and proactive advice and guidance to the Executive Director and the Management Executive Committee (MEC) on safety and security matters in emergency situations and keep them abreast of security management issues, risks and shortfalls in relation to the crisis management framework;

  • Support the Global Fund’s response in case of crisis and emergencies related to security;

  • Coordinate in preparing authoritative guidance to the Manager, Administration Team on security issues and crisis preparedness, ensuring he is aware of the risk situation in countries where the Global Fund operates and report about compliance of staff with security policies and procedures as applicable;

  • Support the design and implementation of the safety and security component of the Business Continuity Management Plan (or Organization Risk Resilience System); Supervise/control the security provider services and performance at the Global Health Campus, and take measures to enhance services;

  • Provide assistance in the security coordination with GAVI, and other sub-tenants of the Global Health Campus (1,200-1,300 staff), and coordinate to ensure that all necessary expertise, safety and security management for high-level meetings are provided;

  • Review security expenditures and support the mobilization of resources to assist the organization in the implementation of security requirements;

  • Liaise with Swiss authorities (federal, cantonal and city levels) on safety and security matters and represent the organisation on security management issues in different forum, strengthen partnerships and work in close collaboration with other international organizations, international NGOs, the United Nations Department of Safety and Security (UNDSS) and other members of Inter-Agency Security Management Network (IASMN), as well as the host government authorities;

  • Perform relevant risk analysis on the security situations pertaining to a country or a region determine safety of planned missions and undertake missions to feedback on security matters and from time to time accompany missions in extreme risks environments, in close collaboration with other international organizations s, UN bodies as well as make crucial assessments for decision making at the highest level;

  • Conduct risk assessments and consolidate recommendations to minimize health and safety at work issues, accidents and injuries and support HR for the production of reports;

  • Coordinate in planning and designing security trainings and briefings to ensure that all staff are aware of security training requirements, including specialized materials for different audiences, and lead in-house training for managers and staff about issues and risks;

Qualifications


Essential:



  • University degree in public or business administration, social or political sciences, international relations, government or law, or military academy degree


Desirable:



  • Project Management certification. Business Continuity Management qualification. MA degree in public or business administration, social or political sciences, international relations, government or law, or military academy degree


Experience


Essential:



  • Substantial relevant professional experience in security management at both national and international level including experience in an international development context with relevant military and/or police service


Desirable:



  • At least 6 years relevant professional experience in security management Experience with a similar size and multi-cultural organization and good knowledge of the Geneva environment and challenges related to travel security

Fluency in English and French is required. Knowledge of other languages would be an asset.

  • Project management: Knowledge of project management principles to effectively navigate change. Ability to structure and manage processes, plans, stakeholders, budgets and resources to achieve scope, quality, cost and time goals efficiently. Level 2;

  • Risk: Knowledge of the risk management process: identification, aggregation, mitigation, monitoring and reporting of the risks associated with a grant making organisation that operated in high risk & challenging operating environments. Level 2.


Technical Competencies:



  • Demonstrated knowledge and use of standard computer software. i.e., MS Office tools, Word, Excel, PowerPoint and security or travel security software.

  • Experience in developing on line training, as well as face to face for non- specialist audience(s).

  • Budgeting and project management experience.

  • CPP (Certified Protection Professional) or similar standards from the not-for- profit sector (UNDSS SCP)
