OBJECTIVES OF THE PROGRAMME

The Department of Coordinated Resource Mobilization leads a global coordinated resourcemobilization network to foster strategic, consistent and coordinated resource mobilization sufficient to support of WHO's General Programme of work and its Programme Budget. In so doing it promotes the principles of (i) alignment of funding to WHO's Programme Budget, (ii) predictability and flexibility of funding, (iii) reducing the financial vulnerability of WHO through expansion of the donor base and (iv) continued enhancement of the transparency and reporting of WHO's funding and associated outcomes.


DESCRIPTION OF DUTIES


Under direct supervision and guidance of the Unit Head, Partner Engagement Established Contributors, working and consulting closely with CRM team members and Planning, Resource Coordination and Performance Monitoring (PRP), the External Relations Officer will:


- Support to the Engagement Established Government Contributors (EEG) team as assigned, plan and schedule internal meeting invitations, draft minutes of meetings and assist in the follow-up actions, support link to the Department of Communication (DCO) concerning internal and external communications.


- In preparation of mitigation to Contributor Engagement Management (CEM) tool, participate in developing and maintaining intermediate information management oversight to ensure access to information on ongoing grant negotiation, reporting and follow up, in support of the contributor focal points.


- Support the implementation and roll out of the CEM including but not limiting to uploading and mitigating relevant information on contributors, support the helpdesk for CEM.


- Assist with the planning of the bilateral meetings with contributors including preparing the financial analysis, background materials and power-point presentations specific to each contributor.


- Assist jointly with PRP and the Department of Finance (FNM), the needed analysis for financing campaigns and further updates of the WHO investment case.


- Perform other relevant duties as designated by the technical officers and Director


REQUIRED QUALIFICATIONS


Education


Essential: A first university degree in health, business, public administration, or social science.


Desirable: Advanced university degree in international relations or related field


Experience


Essential: At least one year of combined national and international professional experience in the field of public health. Some experience in organizing multi-stakeholders meetings and working with donors. Some experience of working with multiple stakeholders. Experience in financial data analysis.


Desirable: Experience in the UN system.


Skills

Financial data analysis. Organization of meetings. Impeccable writing skills. Track record of working with multiple stakeholders. Knowledge of the UN system

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 37,460 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2422 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
