Purpose
The purpose of this position is to oversee and lead the programmatic budget planning and financial management for the NTD/DOF to ensure the strategic planning and programme delivery in budget and finance services, human resources and the overall administration of the department/office, while providing strategic advice and guidance to Senior Managers on a broad range of technical and programmatic related issues, in particular to provide strategic guidance to the Director in the context of delivering the NTD road map 2021-2030; to oversee and lead the programmatic budget planning and financial management; to ensure the strategic planning and programme delivery in budget and finance services, human resources and the overall administration, and to provide strategic advice and guidance to senior managers on a broad range of technical and programmatic related issues for WHO's Department of Control of Neglected Tropical Diseases, Headquarters, Geneva.
Objectives of the Programme and immediate strategic objectives:
As part of WHO's Division of Universal Health Coverage/Communicable and Noncommunicable Diseases (UCN), the Department of Control of Neglected Tropical Diseases (NTD) works in collaboration with other relevant WHO units, national programmes of Member States and global partners, stakeholders, foundations and academia to: (i) reduce the devasting impact of 20 neglected tropical diseases on the health and social and economic wellbeing of all people world-wide, contributing to achieve the Sustainable Development Goals.
Specific objectives include: (i) reduce mortality, morbidity and disability through the prevention, control and where applicable, elimination and eradication of selected neglected tropical diseases; (ii) formulate evidence-based strategies that encompass preventive chemotherapy, case management, vector control, veterinary public health and water, sanitation and hygiene (WASH), and facilitate their implementation using, where possible, a synergic approach; (iii) advocate for increased visibility of neglected tropical diseases; mobilize, coordinate and leverage partners' contribution ; provide technical support to Member States, as well as WHO regional and country offices; lead the processes for acknowledging the achievement of programmatic goals and targets; manage donation of medicines and medical supplies; be a repository for technical leadership and expertise and facilitate capacity strengthening and transfer of knowledge; (iv) under the overall guidance of the Director, HQ/UCN/NTD, the Programme Manager, as an expert in the field of neglected tropical diseases will provide authoritative advice and guidance on the full range of technical and programmatic topics within the Department, in close collaboration with Unit Heads, and in close cooperation with experts in tropical diseases. This includes overseeing and ensuring the management of all administrative services of the department in the area of work planning, overseeing the budget and finance, human resources and all administrative operations. The Programme Manager will network and build strong partnerships with counterparts within the Organization to ensure the coordination and implementation of programmatic and administrative services including WHO's central financial services, as well as liaise closely with HR Business Partners on HR Planning and HR operations for the respective office. In addition, the Programme Manager will build strong partnerships with counterparts in UN agencies and external partners to strengthen the public health programme and agenda of the NTD Department.
Summary of assigned duties:
Serve as a key advisor to the Director providing authoritative advice within the framework of the UCN/NTD Roadmap 2021-2030 and guidance to ensure the strategic programmatic planning, coordination and delivery of technical and administrative services including the full range of financial, administrative, work planning and facilitation of human resources planning and operations, logistics and procurement related activities of the Department. Manage the programme delivery and timelines of various programme projects for the Department in accordance with workplans and ensure the coordination of periodic reviews of programmatic/technical achievements and progress indicators for reporting activities and advises Senior Management on development and progress: (i) provide direction on quality control and certification on the compliance of transactions and allocation of financial resources for the Department in accordance with WHO financial rules and regulations, also overseeing the financial report for the Department; (ii) ensure the efficient financial management of the department with support of the budget and finance officer and interpret financial data, while provide advice and guidance on the financial administration to the director, mangers and staff; (iii) manage and develop programme objectives and ensure priorities are met and on-track and advises senior management on developments and progress; (iv) management the overall administrative services including procurement of goods and services, travel, communications, and information technology needs of the Department/Office, and local service requirements, when necessary; (v) take the full lead to ensure the administrative running of various conferences, workshops and meetings for the Department/office; (vi) oversee the quality control of contracts and donor proposals and other funding related agreements ensuring compliance with WHO policies and practices; (vii) build a network of external service providers to ensure the execution administrative services for the Department/Office.
Specific duties:
(i) leads the development of a strategy for partner engagement for the Department working in close consultation with the External Relations and Governance Department, and reviews grant proposals and other funding/partnership agreements to ensure compliance with WHO policies and practices and oversees Departmental fundraising/resource mobilization reporting activities in accordance with WHO requirements as well as donors' specific requirements and timelines; (ii) provides expert advice to the NTD Senior Management on human resources and administrative management, including organizational development and structural change, administrative and management requirements, financial and human resources implications of plans and proposals and develops solutions and/or recommendations with respect to complex HR issues; (iii) directs the development of new administrative and planning policies and their implementation and provides related advice, and plans and leads special cross cutting projects agreed upon by the Department; (iv) liaise with senior officials both inside the outside the Organization, to provide authoritative advice and represent the Organization with partners and donors; (v) Perform all other duties as assigned.

Education - essential
An advanced university degree in Public Health and/or Business Administration, Management or related field relevant to the position.
Education - desirable
Education qualifications in areas related to neglected tropical diseases or to developing countries.
Experience - essential
A minimum of ten years professional experience in management and work planning, including providing advice to senior management on programmatic related activities; Demonstrated experience managing diverse teams;
Experience working at international level.
Experience - desirable
Experience in management of health projects or service, preferably related to neglected tropical diseases or to developing countries;
Experience working in overall development is also desirable.
Other skills
Strong skills in utilizing Enterprise Resource Planning Oracle systems or similar packages;
Strong computer skills in office applications including excel, PowerPoint and word;
Familiarity with WHO or UN planning, administrative and budget procedures and tools is desirable.
