Specialist, Governance (Advisory) - GL D

</div>Specialist, Governance (Advisory) - GL DKey advisory position bringing governance expertise to guide and support the effective delivery and evolution of the work of the Global Fund governance bodies and processes.



Working with the Deputy, Governance, the position leads on Board programming, constituency engagement, and complex and sensitive governance processes. The role advises on the strategic direction of comprehensive governance strengthening initiatives, manages projects, and contributes to Global Fund resource mobilization and advocacy objectives by identifying and supporting strategic opportunities for Board Leadership engagement.



The role requires effective project management, communication skills, relationship management, diplomacy and tact, engaging directly with governance officials and external partners at the highest level (Board Leadership, Members, constituencies, governments and partners) as well as the Management Executive Committee.

Key Responsibilities


Strategic Governance Planning:Lead holistic governance work planning and meeting delivery, including:



  • Board programming. Working with the Deputy, Governance, Specialist, Governance (Operational), MEC and relevant stakeholders, lead the strategic programming of Board activities, includingidentification of key strategic issues for Board consideration, aligned with Global Fund Strategic Objectives and six core functions of the Board; harmonization between all levels of governance; compliance with Board-mandated frameworks including By-laws and Operating Procedures.

  • Country engagement and protocol. Advise on protocol matters relating to engagement with countries and government representatives. Where Board meetings are held outside of Geneva, lead on engagement with host countries including high level government officials, in collaboration with Deputy, Governance and Specialist, Governance (Operational).


Board Leadership: supporting the Deputy, Governance, support the effective fulfillment of the Board Leadership roles, including:



  • External engagements. In collaboration with the External Relations Division and Communications, identify and support strategic opportunities for Board Leadership external engagement. Draft or review briefing materials and talking points.

  • Board Leadership Advisors. Serve as first point of contact for Board Leadership Advisors.

  • Collaborate with the Board Leadership Assistant to enable effective coordination support to the Chair and Vice-Chair.


Coordinating Group:Working with the Deputy, Governance, provide advisory support and management of the Board’s Coordinating Group. 


Board-led Selection processes and performance assessment:Supporting the Deputy, Governance, manage confidential selection and assessment processes for the Board Chair and Vice-Chair, and Board direct reports (including the Executive Director and Inspector General), including oversight and management of external services providers, liaison with Nomination Committees, and onboarding.


Support to Board Constituencies:Support individual constituencies as assigned, and coordinate the team approach to provide advisory and operational support to Board constituencies, to enable constituencies to effectively engage in governance activities within the resources available.  


Best Practice and Advisory:Provide guidance to the Deputy, Governance and other parties as required on governance matters as they arise in the work of the Board. Advise on best practices to enable Global Fund practices to remain appropriate to the global health, international and political context. Remain up to date on emerging trends and new information emerging in global governance.


Governance strengthening: Lead and oversee the implementation of agreed improvements to internal governance-related practices and processes, including:



  • Manage governance strengthening initiatives. Independently lead or collaborate on project planning and implementation (including risk identification, mitigation and escalation; securing required approvals and guidance from Board and committees), evaluation and monitoring, and project closure.

  • Provide input into special initiatives and policy papers led by other team members.

  • Embed new initiatives. Where initiatives move into standard practice, provide training and handover to the identified responsible officer.


Networking:Develop a network of governance counterparts, particularly with partner organizations including regular engagement around governance practices, identification of synergies in governance practices; facilitate the sharing of best practices and capitalize on opportunities for harmonization and improved value-for money through shared initiatives.


Board and committees: Perform additional activities as assigned by the Deputy, Governance. For example:



  • Provide back-up support to the Specialist, Governance (Operational)

  • Collaborate to ensure the effective communication of governance matters across the Secretariat

  • Prepare and present materials on governance-related issues to the Board and/or its standing committees

  • Oversee activities for the retention of institutional memory

  • Lead on committee matters in the event of unavailability of Committee Focal Point

Qualifications


Essential:



  • Advanced university degree in a relevant field (Masters level or equivalent) or a related professional qualification; OR;

  • a first degree and at least 10 years of relevant post first-degree work experience


Desirable:



  • Language competence in languages other than English (French particularly useful)

  • Project Management training or certification

  • Governance-specific training


Experience


Essential:



  • Experience working in a governance-related position in a multi-stakeholder setting and an international or multicultural environment

  • At least 7-10 years of relevant (post-University) work experience

  • Experience in executive office settings requiring diplomacy and tact, discretion and confidentiality


Desirable:



  • Understanding of global health issues, the development landscape and the three diseases

  • Knowledge of Global Fund policies and procedures

  • Minimum 5 years of experience managing projects of increasing complexity


Competencies


Languages:


An excellent knowledge of English and preferably a very good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish. Knowledge of other languages would be an asset.
