OBJECTIVES OF THE PROGRAMME

The mission of the External Relations Division (EXT) is to ensure a strong and supportive set of stakeholder relations for WHO and encompasses resource mobilization, governing bodies, communications and partnership functions. Within the division, the Health and Multilateral Partnerships Department (HMP) purpose is to facilitate that relevant external engagements are strategic, coherent, coordinated, transparent, risk-managed and in the interest of the entire Organization to implement GPW13, whether they are led by senior management, divisions, regions or HMP itself. HMP supports, coordinates, facilitate and/or leads concrete engagements and interactions with global and regional intergovernmental organizations, formal partnerships, parliamentarians and their organizations, NGOs/civil society and the private sector. HMP's functions are strategy development and policy coherence; health diplomacy and advocacy; selected external engagements and the incubation of strategic initiatives.


DESCRIPTION OF DUTIES


1. Coordinate WHO's engagement with the Interparliamentary Union and other global and regional parliamentary platforms and organizations and national parliaments. Support and coordinate regional offices in their parliamentary engagement.


 


2. Prepare for and follow up to senior management engagement with parliamentarians and their organizations.


 


3. Represent, where appropriate, the Organization in parliamentary organizations and fora.


 


4. Contribute to a coherent external representation of WHO by coordinating activities, collecting and sharing information across EXT, HQ and with regional and country offices and convening and leading internal coordination meetings where needed.


 


5. Manage requests of a non-routine or complex and sensitive nature received by the director HMP; collecting, evaluating and verifying information from diverse sources in order to respond or recommend actions to senior EXT staff.


 


6. Proactively contribute to effective coordination of the team and information exchange with internal and external partners; working closely with other streams to identify and develop potential opportunities to improve working practices and strengthen relationships.


 


7. Carry out all other tasks as assigned by the Director HMP.


REQUIRED QUALIFICATIONS


Education


Essential: Advanced level university degree in international or public relations, business administration, communications, social sciences, law, public health or related field.


Desirable: Professional certification or other specific training in external relations.


Experience


Essential: At least 7 years of experience in strategic planning, development of health policies and strategies and external relations. Demonstrated experience in an international context such as experience with WHO or another organization of the UN system.


Desirable: Similar experience of support to senior leadership in a large organization. Experience in project management and policy analysis or related field.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5146 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
