Sustainability and Transition Specialist, Latin America and Caribbean Team, Spanish Speaking - GL D - Temporary 15 months

The Sustainability and Transition Specialist supports the management of grant portfolios for sustained impact and will work with regional teams to ensure that grants are positioned to promote sustainability of Global Fund investments.



The incumbent will be the team key focal point and support regional manager and Fund Portfolio Managers on the implementation of the policy on Sustainability, Transition and Co-Financing (STC). She/he will work supporting the regional teams in coordination with the soon to be define Sustainability and Transitioning Hub, and be responsible for effective coordination and developing work plans with other focal points on S and T in the organization.



In close collaboration with other members of the Regional teams, the Transitioning team, Technical Advice and Partnership (TAP) and Community Rights and Gender (CRG) department, the incumbent will ensure that grants are positioned to promote the sustainability of Global Fund investments. This includes identifying strategic investments in the grants, establishing a framework to track progress, liaising with technical and political partners to devise strategies to overcome implementation bottlenecks and harness engagement of key stakeholders to enable successful transition and provide regional managers and FPM support for those countries that will require the development of transition plans ( especially for countries who are no longer eligible for GF funding and or are projected transition soon).



In coordination with the Regional teams lead transition discussions during the country dialogue and based on the acknowledgement of the country specific contexts and factors that affect the sustainability of programs, he/she will support the design of a tailored engagement plan with countries based upon their unique needs and position in the development continuum, including liaising with technical assistance to achieve the required results.

The incumbent will analyze information from various sources and will lead the Country Dialogue around transition, to Regional teams and throughout the grant cycle.



Incumbent will work with CT to actively integrate elements of the STC policy into country grants and planning processes for future Global Fund funding. She/he will be the reference person for Regional teams on aspects related to sustainability and transitioning, national strategies and health financing strategies, application focus, and co-financing elements.

Key Responsibilities


Under the direction of the Regional Manager the incumbent will:



  • Support the CT in assisting countries to prepare for transition from Global Fund support by financing transition readiness assessments and associated transition work plans;

  • Gather and interpret data and information, which will facilitate the follow-up of co-financing requirements and associated application-focus requirements;

  • Facilitate and support the elaboration and implementation of the transition planning according to a suggested timeline, using a predefined process, and with focused allocation funding to ensure greater predictability and associated preparation for the transition process. The transition workplan is a country-led plan to address key bottlenecks and leverage opportunities towards successful transition;

  • Facilitate and support countries to do a ‘transition readiness assessment.’ The transition readiness assessment is structured as an inclusive multi-stakeholder process including communities and civil society. The aim of the transition readiness assessment is to stimulate dialogue at country level around the transition related needs, identify key gaps in programming that can be planned for, and highlight areas where technical assistance may be required;

  • Tracking co-financing requirements included in the transition workplan that will include the monitoring of country budget execution reports pertaining to allocations earmarked for disease components and health sector;

  • Own the ability to discern and understand the country specific contexts and identify the factors that affect the sustainability of programs

  • Contribute to the development of best practice guidance for Country and Regional Teams and provide input to policy extrapolating from context-specific experience.

  • Develop and manage effective relationships with staff across the organization and partner organizations to ensure coordination, technical assistance and leverage expertise that will ensure effective planning and support for countries in transition planning.

  • Become a focal point for training and capacity building of internal and external stakeholders including Principal Recipients, Local Fund Agents, etc., on Global Fund sustainability and transition policies, procedures and tools

  • Support the integration of the latest updates and new Global Fund policy around sustainability and transition and co-financing in specific grant contexts.

  • Gathering information regarding key populations and interventions that respond to human rights and gender related barriers and vulnerabilities in access to services.


This position will require international duty travel and presence to lead, guide and support in countries developing readiness assessments, and transition planning,

Qualifications


Essential:



  • University degree in development, business administration, economics, health economics, public health administration or relevant field; or an equivalent combination of academic/professional qualifications and experience particularly in coordinating partners, policy strategy, KAPs.


Experience


Essential:



  • Experience driving complex and strategic approaches, which require full understanding of a wider organisation.

  • Extensive experience working with global health partners, government bodies, and non-governmental organisations

  • Facilitation of implementation through partnership- by engaging partners on strategic discussions to overcome bottlenecks, accelerate service delivery, scale-up coverage.

  • Experience contributing to the Country Dialogue process for Concept Note; development and support identification of priorities for successful transitions;

  • Proven success and substantial experience in culturally diverse and multi-disciplinary teams;

  • Country experience required.


Desirable:



  • A minimum of 3 to 5 years-experience in public health, health financing and/or health system strengthening.


Competencies


Languages:


An excellent knowledge of written and spoken English is essential. Knowledge of other languages would be an asset.


Technical Competencies:



  • Strong analytical skills and proficient use of data management tools.

  • Proven ability to handle complex negotiations and display diplomatic tact.

  • Knowledge and understanding of Global Fund grant management policies and procedures.

  • Effective coordination and management of data collection and analysis and generation of strategic information to identify issues and inform decision-making at regional and portfolio level.

  • Ability to apply sound knowledge and understanding of STC tools, policies and guidelines, to support the development, planning and ensure effective implementation of transitioning plans.

  • Ability to adapt policy and guidance to the country reality and context;

  • Ability to lead and coordinate work and technical assistance at central, regional and country level with technical partners and other donors.

  • Ability to draw on complex data sources in health financing areas and propose innovative and constructive solutions on specific STC issues across the region.

  • Good communication skills.
