Kontext
Die Minderung von Katastrophenrisiken (Disaster Risk Reduction, DRR) ist ein wichtiger Pfeiler für eine nachhaltige Entwicklung. Der Einbezug von DRR ist besonders dort wichtig, wo Naturgefahren wie Überschwemmungen, Erdrutsche, Dürren oder Erdbeben häufig und intensiv vorkommen. Naturkatastrophen treffen die armen Bevölkerungsschichten in Entwicklungs-, Transitions- und Schwellenländern besonders hart. Mit der Ausarbeitung des internationalen Aktionsrahmens von Sendai zur DRR, des Klimaabkommens von Paris (COP 21) sowie der Verankerung des Themas in den Nachhaltigen Entwicklungszielen 2030 – den SDGs – hat die internationale Gemeinschaft die Grundlage geschaffen, DRR und Klimawandel verstärkt in entwicklungspolitische Strategien, Programme und Prozesse zu integrieren. Die Herausforderungen bleiben dennoch gross und die internationale Zusammenarbeit, mitunter die DEZA, sind vor grosse Aufgaben gestellt.

Die Botschaft zur internationalen Zusammenarbeit (IZA) 2017-2020 der Schweiz definiert die Prävention und Bewältigung von Krisen, Katastrophen und Fragilität als zweites von sieben strategischen Zielen. DRR ist sowohl eines der drei Arbeitsfelder der Humanitären Hilfe (neben Nothilfe und Wiederaufbau) wie auch eines ihrer vier prioritären Themen. Das Thema ist gesetzlicher Auftrag und hat für die gesamte DEZA eine hohe strategische Relevanz. Diese ist auch in der neuen Botschaft IZA 2021 – 24 bestätigt.

In Absprache und enger Zusammenarbeit mit der DRR Policy Advisor unterstützt der/die Stelleninhaber/in das DRR Team in der Abteilung Multilaterales in der:

• zielorientierten Umsetzung des multilateralen DRR-Programms der Abteilung


• kompetenten Moderation des DEZA DRR Netzwerks


• Sicherstellen der DRR Berichterstattung und einer aktualisierten DRR Portfolio Übersicht


• Förderung einer risiko-informierten Programmgestaltung des DEZA Portfolios. Dies beinhaltet DRR mainstreaming, die Identifikation von DRR Projekten und ein aktiver Beitrag zum besseren Verständnis für DRR in Entwicklungs- und Humanitären Programmen.


• Bereitstellen von fachtechnischem Support und Beratung zu DRR, Klimawandel und Umwelt relevanten Fragestellungen in Programmen und Projekten auf Anfrage


• Übernahme von allgemeinen Aufgaben der Abteilung gemäss Weisung der Vorgesetzten

Spezifische Aufgaben:




DRR theme management and expert support within SDC

• Support DRR mainstreaming within SDC overall programming, the identification of DRR projects and support the promotion of the integration of DRR in both development and humanitarian programming.


• Specific – and in close coordination with the DRR Policy Advisor – provide technical advice on demand on DRR, climate change and environmental related issues in SDC programmes and projects with a focus on humanitarian aid in protracted crises and conflict areas.


• Provide expertise in DRR upon needs (position papers, notes to the directorate, briefing for collaborators and partners, active participation in thematic and learning events etc.).


• Actively participate in exchange meetings with constituency inside SDC and external partners.

Reporting

• Based on the definition of ‘DRR’ provided in the Sendai Framework, support the awareness and dissemination of the new DRR marker for overall SDC, as well as other guiding norms and practices for SDC and its partners. Maintain an up to date portfolio of SDC DRR projects.


• Support the screening and advise of SDC / HA project proposals with respect to DRR/CC issues to assure mainstreaming and reporting.


• Assure the monitoring and reporting of DRR activities within overall SDC, based on the existing methodology and database. This includes annual reporting, monitoring of the Dispatch, Sendai Framework for DRR, and others as required. In collaboration with SDC Statistics Department, ensure the reporting of DRR for international cooperation for Switzerland.

DRR Network management and Knowledge Management

• Based on the DRR portfolio and database, support the acquiring and sharing of content (program information, good practices, tools) from SDC projects, and foster the sharing within the DRR Network via the internet-based communication and membership platform (Shareweb), newsletters, organization/participations to events and other relevant means of communication.


• In close coordination with the DRR Policy Advisor, coordinate and support the technical improvements of the Shareweb, steering of an external mandate regarding the IT solution and frontend. Support backend content management (libraries and contacts) using Sharepoint platform and functions.


• Jointly with the DRR Policy Advisor, ensure the DRR Shareweb membership management (contacts, expertise, needs). Facilitate exchange between network members and support of the network with general administrative tasks.


• Under the leadership of the DRR Policy Advisor support the coordination of tasks agreed with the DRR network backstopping mandate (preparation of quarterly newsletters, articles for the shareweb, development of contents of the DRR shareweb, others) and support the organisation and facilitation of thematic events or training courses such as Brown Bag Lunches, ediscussions, CEDRIG courses, etc.


• Coordinate the developments of the CEDRIG online tool with the IT consultant in close collaboration with the SDC Network Climate Change and Environment.

Anforderungsprofil:

Der/die Bewerber(in) verfügt über solide Kenntnisse und Arbeitserfahrungen im Bereich DRR und/oder Klimawandel und die Motivation, sich in die genannten Themenbereiche weiter einzuarbeiten. Des Weiteren verfügt er/sie über:

• Hochschulabschluss oder gleichwertige Ausbildung


• Berufserfahrung in der Humanitären Hilfe und/oder in der internationalen Zusammenarbeit. In depth operational knowledge and working experience in both humanitarian and development sector in SDC partner countries as well as internal knowledge of SDC is an advantage.


• Analytische, redaktionelle sowie konzeptionelle und organisatorische Fähigkeiten


• PCM and solid monitoring and evaluation/reporting experience and capacity to perform relatively complex quantitative data analysis as well as qualitative analysis.


• Sehr gute IT Kenntnisse (outlook, word, excel, PowerPoint, Excel Pivots) und Interesse, spezifische IT Programme zu lernen (D-Group; Sharepoint2013)


• Flair und gutes Geschick, Prozesse und Resultate zu visualisieren sowie gute Vernetzungs- und Kommunikationsfähigkeit.


• Verantwortungsvolle, selbständige, ziel- und ergebnisorientierte Arbeitsweise


• Hohe Sozialkompetenz, Teamfähigkeit sowie interkulturelles Verständnis


• Neben Beherrschung zweier Landessprachen sind sehr gute mündliche und schriftliche Englischkenntnisse zwingend erforderlich. Spanisch Kenntnisse sind von Vorteil.

Vertragsdauer und Arbeitsaufnahme: ab 01. Mai 2020 für 12 Monate (SKH-Vertrag, nicht verlängerbar)
