The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is located in the Executive Office (EO) and the Conferences and Information Services Branch (CISB) of the Secretariat of the Basel, Rotterdam and Stockholm Convention (BRS), in Geneva. The Executive Office is responsible for the leadership and the executive direction of the Secretariat. It manages the overall functioning of the Secretariat and oversees and monitors the delivery of services to parties to the three conventions. The Conferences and Information Services Branch is responsible for the provision of conference services, information technology, knowledge management, public awareness and outreach and media relations. Ensuring access to information and facilitating information exchange amongst stakeholders is also the responsibility of the branch. This is accomplished by collecting, processing and repackaging information and producing information products for dissemination to different target audiences. As a cross cutting activity, it is done jointly with other branches of the Secretariat and includes the development and maintenance of the Joint Clearing House Mechanism, the conventions’ websites and associated information systems and databases as well as establishing information exchange partnerships and collaboration programmes with Parties, regional centres and other UN bodies and relevant institutions.The Programme Officer will report to the Senior Policy and Strategy Advisor and the Chief of the Conferences and Information Services Branch.
Within limits of delegated authority the Programme Officer will be responsible for the updating and quality control of the BRS website and its Clearing House Mechanism, and the preparation of briefings, PowerPoint presentations and speeches for the Executive Office while undertaking the following duties:
• Contributes substantively to the development of assigned programmes and projects based on the relevant work programmes of the three conventions; coordinates, elaborates, monitors and evaluates programme/project implementation; may serve as team leader/coordinator on crosscutting components within the broader programme/project
•Reviews relevant outputs and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties and other stakeholders; identifies and tracks follow-up actions; arranges for completion of projects and ensure all outputs are finalized and made available, including quality control and quality assurance.
•Performs consulting assignments, upon request, with parties, intergovernmental bodies, and international organizations, secretariats of other multilateral environmental agreements and other stakeholders, as appropriate, with the aim of assisting in the implementation of the three conventions.
•Coordinates and participates in the organization of meetings of the Conference of the Parties, their subsidiary bodies and other meetings; provides substantive input through the preparation of documents, presentations and other activities; coordinates inter-sessional work of the COP and their bureau including follow up on decisions and related actions.
•Researches, analyzes and presents information gathered from diverse sources, including information quality control and quality assurance
•Contributes to the development of organizational polices through review and analysis of relevant issues and trends, preparation of impact evaluations and equivalent studies, etc.
•Undertakes survey initiatives; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions and/or follow-up actions.
•Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, information packages and briefings for the Executive Office.
•Undertakes outreach activities upon request; conduct training workshops, seminars, etc.; make presentations on assigned topics/activities; engages and provides guidance to experts and consultants.
•Participates in or leads field missions, including provision of guidance to government officials and other stakeholders, as appropriate, and drafting mission reports.
•Performs other duties as required.

Advanced university degree (Master’s degree or equivalent) in physical or environmental sciences, information technology, information management, international affairs, management or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work ExperienceA minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.
Experience in data collection and data quality control or related area is required.
Experience in writing and summarizing /aggregating information in packages for different audiences, is an advantage.
Fluency in English, (both oral and written) is required; knowledge of French and Spanish is an asset. Knowledge of another UN official language is an advantage.
