The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in UNEP’s Freshwater, Land and Climate Branch and part of the Land Use Finance Unit as well as the Terrestrial Ecosystem Unit, within the Ecosystems Division, at the Geneva duty station. The incumbent will report to the Head, Land Use Finance Unit and will perform the following functions:

Responsibilities

Programme Planning and Coordination:

1. Lead on business and finance-related aspects of the Land Use finance facilities that UN Environment has set up or is involved with, with the aim to ensure financial additionality is achieved.
2. Oversee Global Environment Facility (GEF) projects related to commodities and taking deforestation out of commodity supply chains.
3. Provide substantive support to the UN-REDD Programme on business and finance-related outputs of the programme.

Policy Analysis:

1. Provide expert advice on programmatic and policy issues related to financing the shift towards sustainable, deforestation-free food and commodity systems.
2. Analyse the potential for common approaches among several UN Environment projects and initiatives to work according to solid, underlying business models in the context of sustainable commodity financing, carbon markets and REDD+.

Project Development and Programme Implementation:

1. Ensure GEF projects related to The Restoration Initiative (TRI) and the Good Growth Partnership (GGP) are successfully implemented. Ensure that project interim and terminal reporting and evaluation requirements are met.
2. Contribute to finance facilities that UN Environment is involved in, from a programme management perspective, identifying and securing relevant partnerships and establishing solid governance structures.
3. Gather information from stakeholders (e.g., partner countries, UN agencies, civil society), and analyse their need for integration into the Land Use Finance Programme or the UN-REDD Programme.
4. Review, lead and/or analyze project proposals for suitability with programme objectives related to the Land Use Finance Unit and the UN-REDD Programme.

Advisory, Liaison and Representational Work:

1. Analyse and review specific projects or investment opportunities within the Land Use Finance Programme, and in the context of emerging carbon/REDD+ markets that are considered for investment by partner finance institutions and agribusinesses that UN Environment is working with, from a sound financial additionality perspective and in the context of the specific environmental, social and commodity specifics.

2. Provide substantive backstopping to national and regional-level work of UN Environment in the development of projects and programmes that directly and indirectly promote a shift to a more sustainable commodities and ecosystem resilience, including in relation to several private finance facilities that UN Environment is involved in through the Land Use Finance Programme.

3. Identify options to mainstream sustainable finance of agricultural commodities and forests through relevant initiatives such as UN Environment Finance Initiative (UNEP FI) but also through financial regulatory bodies.

4. Represent UN Environment in country missions and in discussions with technical counterparts in Governments, private sector institutions, and other partner organizations;

5. Provide management support to the implementation of partnerships with donors.

Reports and Administration:

1. Research and analyse information from diverse sources and organize and prepare written outputs, e.g., draft background papers, analysis, sections of reports, studies, and inputs to publications, etc.

2. Provide input to and development of budget and work elements for the work programme of the unit.

Education

Advanced university degree (Master's degree or equivalent degree) in sustainable finance, economics, business analytics, environment or agricultural economics; or related discipline, or the equivalent combination of education and experience in a relevant field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of professional working experience relating to finance and the environment, including at least three (3) at the international level is required.
Proven technical skill in the area of Finance and Economics, including but not limited to, Financial Valuation, Financial Risk Management, Environmental Economic Theories and Econometrics is desired.
Work experience in financial risk management and quantitative finance will be an advantage.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in written and oral English is required. Exceptional writing, presentation and communication skills is desirable. Knowledge of French or Spanish is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
