MSF OCG has more than 6,500 field staff working in its different missions in addition to the ones working in Headquarters both in Geneva and in other offices such as Dakar, Amman and Kampala. There are approximately 1,250 annual departures of international staff to MSF missions.
MSF has a responsibility to ensure that staff are adequately prepared and supported whilst working with the organization, which includes preventive and curative health care. The geographic location and nature of MSFs work may expose individuals to additional health risks such as malaria and critical incidents - MSF aims to minimise and mitigate these risks.
The Staff Health Unit is the focal point for advising on health issues including supporting the medical teams in the field regarding the health of staff and acts as the vital link in case of need for medical evacuation and ongoing care. The unit organises also the system for providing preventive care for international staff going on field work and headquarter’s personnel. It includes the guidance and support towards the Cells in defining, adapting and monitoring of field staff health policies created to safeguard the health of local employees. Special attention is dedicated to the psychological support given to MSF employees. As far as headquarters are concerned, the unit is responsible to provide an adequate system for staff working in Geneva and to advice OCG Branch Offices in order to make sure that appropriate policies are in places in all working stations.

Responsibility

The Staff Health Manager oversees all activities of the Staff Health Unit to support the health, physical and mental of MSF staff and manages the members of the unit. He/She liaises with all key actors in order to guarantee that the Staff Health Unit’s strategies and activities are implemented throughout OCG portfolio.


Managerial and Representation Duties



  • Manages the unit’s staff. This includes recruiting, orienting, accompanying, guiding and training staff health unit members; develops personal growth opportunities together with units’ staff.

  • By identifying and formulating general and individual expectations, the manager establishes a course of action, defines objectives as well as evaluates outcomes with regards to the unit’s overall mission.

  • Coordinates multi-year work plans with the SH team and the HR Director.

  • Reviews and adapts OCG global health policies and – with the support of the team and in coordination with the other key actors – recommends key investments and strategies for the unit on an annual basis.

  • Organises the development of confidential recording systems as to follow up health incidents, analyze hazards and risks factors, and monitor results.

  • Supports practical needs of the team (office space, IT support, remuneration)

  • Accomplishes financial objectives by preparing an annual budget; scheduling expenditures and initiating corrective actions when needed.

  • Maintains quality service by enforcing service standards; analyzes and resolve service problems, recommends system improvements by means of a holistic approach (complementarity between physicians and psychologists).

  • Makes sure that the Unit’s psychologists have all the means and support necessary to maintain and develop the pool of flying psychologists for field support and the pool of volunteers for support related to critical incidents.

  • Is responsible to organize and maintain an external health care network of medical experts Coordinates the MSST committee (health and security issues at work) at headquarters.

  • Facilitates the role of the Unit’s psychologists Spokesperson to ensure application of the stress prevention and management policy (SPAM) together with all other relevant referents at HQ and field missions and other MSF offices.

  • Liaises with all key interlocutors in order to guarantee that staff health and wellbeing is at the centre of the organization’s concern

  • Ensures coherence of national staff health policy of missions, as defined by MedCos and RMPs .

  • Coordinates with RHOP and Deputy HR Director to guarantee alignment and communication flow as far as Field HR is concerned for what pertains implementations or revisions of global policies related with staff health

  • Represents OCG in intersectional platform meetings and facilitates intersectional collaboration and mutualization wherever possible, including at regional level (Central America, West Africa etc.)

  • Is fully available in developing tasks related with Crisis Management as dictated by OCG Protocols.

  • Represents MSF Swiss to meetings with external medical service providers, evaluates their quality and effectiveness and discuss improvements and further collaboration whenever necessary.


Collaboration on daily tasks of staff health unit by ensuring quality health prevention and care services to MSF employees

Together with the rest of the Unit’s staff and depending on needs and workload:



  • Takes part in on-call roster related with emergency response for case discussions and medical evacuations.

  • Discusses medical fitness of individuals with external partners when necessary, with the consent of the expatriate.

  • Supports the Medical Coordinators in the follow up-of staff health in mission; coordinates referral to regional centres if required.

  • Follows individual cases after departure from the field and staff in between contracts with serious health or chronic diseases problems and ensure they are fit for a next mission when appropriate.

  • At the demand of HQ employee, provides ad hoc medical advice (but do not act as a treating doctor) for health issues and refers cases to external experts or services for further exams when necessary.


Your Profile


Education



  • Medical Doctor or Paramedical background


Experience



  • At least 7 years professional experience

  • Field experience with MSF is mandatory. Experience as Medical Coordinator is an asset.

  • Experience in managing teams is essential

  • Experience / basic knowledge of stress and psychology essential

  • Experience in travel and occupational medicine is an asset


Competencies



  • Organisational and staff management skills

  • Ability to lead and represent a team


Languages



  • Fluency in French and English

  • 3rd language an advantage


Personal qualities

Flexible, approachable, communication skills, cultural sensitivity, good stress management


Terms of Employment



  • Open-ended contract, 100%

  • Based in Geneva

  • Starting date: March 2020 

  • Gross annual salary: from CHF 106’140.- to CHF 121’080.- (salary commensurate with experience and according to internal salary grid)
