DCAF – Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, and respect for human rights. Over the last four years, DCAF has developed a corporate approach to results-based management (RBM). With the successful introduction of DCAF’s RBM system, including the release of the Centre’s third annual performance report, available at:

the RBM function will now be further consolidated with the creation of a dedicated RBM position (project coordinator level). While the focus of DCAF’s corporate approach to RBM has been on the accountability function, there is now a need to further strengthen reflections on how to support strategic steering, including Results Based Budgeting and lessons learning.

Performance Reporting and RBM coordinator
(80-100 %)
Location: Geneva (availability for minimal travel if required)
Starting date: March 2020 or upon mutual agreement

The mission:
Reporting to the Head of Resources, the Performance Reporting and RBM coordinator has an overall mission to manage DCAF’s corporate-level RBM system to develop, improve, and operationalize results-based planning, implementation, monitoring, and reporting across the entire organisation.
Main responsibilities and related activities:
Development of Performance Report (November through April)
Collecting and analysing monitoring reports from DCAF staff;
Liaising with DCAF’s RBM focal points;
Providing quality assurance of performance reporting, confirming that results are at the appropriate level, with a focus on outcomes, and supported by relevant data;
Supporting reflection on how to better integrate RBM with information management system;
Drafting the yearly performance report based on monitoring reports.
Support to enhancing approaches to project management in line with RBM
Supporting Divisions in reporting for results as well as the preparation of monitoring reports;
Supporting Divisions in improving project design and reviewing project implementation in line with the corporate approach to RBM;
Coordinate efforts to support lessons learning for quality and accountability.
Support to capacity building on M&E/RBM
Supporting the development and implementation of an RBM Induction programme for new staff as well as ongoing staff training;
Providing advice on M&E and RBM-related matters including on the development of project logical frameworks as appropriate and in coordination with departmental staff;
Supporting the planning, development and operationalization of RBM tools, frameworks and guidelines;
Creating or updating core RBM documents (guidelines, tools, templates, etc.).
Provide input to reflections on corporate strategicsteering
Supporting reflection on how to strengthen DCAF’s approach to RBM, notably in the area of strategic steering and lesson learning and collaborating with all departments to develop a results culture across the organisation and lead more systematic approaches to lesson learning;
Upon request, supporting and advising the Senior Management Team on how to monitor the implementation plan for the 4-year strategy;
Supporting reflection on how to design and implement Results Based Budgeting in cooperation with the finance team;
Other tasks as required.
YOUR EXPERIENCE
Education:
Master’s Degree or equivalent in economics or social sciences.
Experience:
Minimum of 8 years of relevant experience in programme management, utilizing a results-based management approach in an international context, preferably in the fields of development and/or peacebuilding;
Adequate knowledge of monitoring and evaluation methodologies and tools;
Hands-on experience in validating results and synthesizing monitoring data;
Expertise in the areas of security sector governance and reform or a related area is a requirement;
Excellent drafting skills and capacity to synthesize detailed information;
Excellent interpersonal/communication skills and ability to liaise effectively with staff at all levels;
Strong leadership skills and the ability to influence across all functions;
Ability to work independently and to perform and prioritize multiple tasks.
Language Requirements:
Fluency in English and good knowledge of French required.
Other:
Swiss or EU citizenship or a valid work permit for Switzerland at the time of application is a pre-requisite.
