Mission


The Head of Procurement will lead the procurement function and support the IOC Finance Department in the implementation and enhancement of its Procurement strategy.


 


Main responsibilities


 


Procurement strategy and implementation:



  • Lead the development and the implementation of the procurement strategy at the IOC, providing expert guidance to ensure best-in-class value and quality of supplier relationships;

  • Provide support to purchasers across the IOC for RFP process, generating insights from bid events, preparing supplier negotiation materials, building vendor evaluation tools and reviewing purchase elements within contracts;

  • Lead the IOC procurement efficiency program, setting procedures and proposing tools and templates for preferred suppliers management, vendor management and evaluation, negotiation support, and providing continuous improvement initiatives, standardization, communication and effective change management of the procurement process at the IOC;

  • Build up knowledge and central supplier data system, identify preferred vendors, and build periodic reporting, identify efficiency plan for vendor solutions across the IOC. Work with IOC departments to implement improvements and efficiencies/synergies for the IOC ;

  • Respond to IOC employees’ queries on procurement policies or procedures;

  • Support IOC’s sustainability strategy within the procurement.


 


Internal Controls:



  • Define procurement KPIs and ensure regular reporting on KPI and spending to the Direction;

  • Define key internal controls and implement the compliance within the procurement process; 

  • Lead and support Finance projects and activities as assigned by the CFO.


 


Education, language and IT competences



  • At least 10 years’ experience in the Purchasing department of a multi-cultural company, with proven track record in procurement for different spend categories, including tendering process and negotiation management, in a highly regulated environment

  • Mother tongue English or French, with an excellent command of the other language

  • Preferably with University Degree in Business (HEC, Sciences Economiques, HEG) with strong knowledge of accounting

  • Sound working knowledge of SAP Purchase to Pay and Finance (MM, FI-CO modules)

  • Mastering of the main Microsoft Office suite tools: Word, Excel, PowerPoint

  • Ability to take the lead on complex projects

  • Ability to work with people from varying backgrounds, cultures, experiences, languages and management levels

  • Good business writing skills; demonstrated ability to write clear, concise memos, presentations, case studies, etc.

  • High attention to details
