</div>Specialist, Strategy Development - GL D - Temporary until November 2021The work of the Global Fund partnership is guided by its 2017-2022 Strategy, ‘Investing to End Epidemics’. Over the period 2020-2021, the Global Fund’s Strategy Committee, under guidance from the Board, will undertake an exciting period of work to develop an ambitious and impactful next Strategy. The post-2022 Strategy will be developed through an extensive multi-stakeholder engagement process, and based on the latest evidence and thinking, to guide the Global Fund partnership’s next stage of work to support delivery of SDG 3.



The development of the post-2022 Strategy will be supported by a small team within the Strategy and Policy Hub. Under the guidance of the Senior Strategy and Policy Advisor, the Specialist, Strategy Development will contribute to the Strategy’s development by leading research and analysis to guide Strategy Committee and Board decision making; leading and supervising the work of team members on key Strategy workstreams; developing high-quality reports and governance materials; facilitating input from a wide range of stakeholders across the Global Fund partnership; and distilling key salient points from latest evidence and input to inform the Strategy’s development.

Key Responsibilities


Under the guidance of the Senior Strategy and Policy Advisor, the Specialist, Strategy Development:



  • Lead the development of high-quality research and analysis to support Strategy Committee and Board decision making on the post-2022 Strategy;

  • Lead and supervise the work of junior team members on key workstreams of the Strategy’s development, such as landscaping HIV, TB, malaria, health systems, development indicators and Strategy benchmarking, topologizing and gathering lessons learnt;

  • Lead the drafting of concise reports on key external and internal meetings, synthesising salient points and pertinent takeaways;

  • Support working groups with stakeholders from across Secretariat Divisions to obtain input on topics of relevance to the Strategy’s development;

  • Lead work to source and contract external providers and input, as required;

  • Support senior members of Secretariat staff in their preparations for high-level working groups and external fora to solicit input on the Strategy’s development;

  • Draft sensitive and diplomatic responses to a wide-range of inquiries from internal and external stakeholders;

  • Contribute to the drafting of Board and Committee papers and presentations;

  • Synthesize the conclusions and key, strategic takeaways from a wide-range of discussions, evidence and a wealth of written input;

  • Develop succinct and strategic communications materials to guide the input and decision-making of stakeholders from across the Global Fund partnership on a variety of topics relevant to the Strategy’s development;

  • Lead engagement with relevant teams across the Secretariat to prepare for the Strategy’s implementation, including on (but not limited to) policy development, funding model evolution, allocation, KPIs, Monitoring & Evaluation, the grant lifecycle and Secretariat operations; and

  • Undertake other tasks as required relevant to the day-to-day work of the Strategy and Policy Hub.

Qualifications

Essential:



  • Post-graduate degree in public health, international development, development economics, business administration, or a related field; or equivalent professional training or self-study/work experience.


Experience


Essential:



  • Relevant work experience, ideally within a major multilateral or bilateral organization, international consultancy, not-for-profit, health or development setting;

  • Demonstrated experience developing strategies for organizations or programs within international development and/or public health;

  • Experience distilling and synthesizing the key strategic points of research, analysis, written input and extended discussions;

  • Experience drafting high-quality PowerPoint presentations and concise reports, with the ability to effectively tailor messaging to different audiences, spanning in-country implementers to high-level governance officials;

  • Experience communicating key strategic options and recommendations to management to inform decision making based on a wide range of evidence and divergent stakeholder input;

  • Experience bringing together stakeholders from across disciplines to devise solutions to complex challenges;

  • Experience designing technically and politically complex multi-stakeholder processes and projects;

  • Demonstrated understanding of the latest topics and innovations at the forefront of the international development, especially in relation to HIV, TB, malaria, building resilient and sustainable systems for health and other relevant sectors;

  • Experience and familiarity with the key indicators, information sources and organizations in the fields of international development, HIV, TB, Malaria, health systems and development economics;


Desirable:



  • At least 8 years’ relevant work experience, ideally within a major multilateral or bilateral organization, international consultancy, not-for-profit, health or development setting;

  • Experience working in a health or development program in a developing country;

  • Experience and familiarity with the Global Fund, its funding model and operations.
