OBJECTIVES OF THE PROGRAMME

The Access to Medicines, Vaccines and Pharmaceuticals (MVP) division works with countries and other partners to improve access to essential medicines and other health technologies of assured quality. The division collaborates with a wide range of international partners and expert networks, UN organizations and WHO Collaborating Centres and focuses on two broad areas of work: (1) regulation of medicines and other health technologies (medicines, vaccines, other biologicals, blood products, medical devices, diagnostics and assistive technology); (2) innovation, access and use of medicines and other health products. The activities of the division are aimed toward the outcomes and targets in 13th General Programme of Work, the Programme Budget 2018‐2019, and the Sustainable Development Goals, notably target 3.8 to achieve universal health coverage, including financial risk protection, access to quality essential health-care services and access to safe, effective, quality and affordable essential medicines and vaccines for all. In addition, the cluster, in conjunction with the Office of the Director-General, is coordinating the development of a Global Action Plan for Healthy Lives and Well-being for All. The Office of the Director-General supports the Director-General in providing global direction to the work of the Organization within the overall framework of WHO's Constitution, so as to maximize Organization-wide contribution to the work of Member States in achieving significant gains in health status.The objective of the Assistive Technology Team within the Health Products Policy and Standards department is to contribute towards universal access to health products; assistive products in particular by fostering global partnership and shaping the global development agenda and programmes; especially in realizing the purpose and objectives of United Nations Convention on the Rights of Persons with Disabilities to ensuring access to quality assistive technology at an affordable cost (Article 4, 20 and 26) and to foster international cooperation (Articles 32).


DESCRIPTION OF DUTIES


In close collaboration with other units in the department, other departments in WHO, and the regional and country offices, the incumbent will contribute towards implementation of the 71 WHA resolution on improving access to assistive technology, Support the research and design of ATA toolkit;



  • Participate in planning and implementation of the field testing of the ATA toolkit;

  • Participate in the quantitative and qualitative data analysis from the ATA field testing and report findings;

  • Supporting the team lead on all tasks relating to the GATE initiative as required;

  • Desk research;

  • Reviewing and editing technical documents, publications, communications material;

  • Participate in writing/editing GATE communications, including quarterly newsletter, website content, and factsheets on assistive technology;

  • Liaising with communication officers for web pages updates and other communications;

  • Managing the GATE online community network.The Technical Officer is primarily responsible for: in participating in the finalization of the assistive technology toolkit (ATA toolkit), capture country data, analyse and get it published in the Global Report on Assistive Technology.


REQUIRED QUALIFICATIONS


Education


Essential: A first University degree in public or global health, rehabilitation technology/engineering, epidemiology, health informatics or related fields.



Desirable: An advanced university degree in one of the above mentioned subjects or with specialization in assistive technology.


Experience


Essential: A least two years of experience working in the area of assistive technology. Demonstrated exposure at the international level.



Desirable: Working experience in WHO or other international organizations would be considered an asset.


Skills

Technical knowledge and experience in assess and provision of assistive technology or other health products, specifically in less resourced settings. Technical knowledge assessment and survey design, quantitative and qualitative methods of outcome analysis. Excellent organization and project management skills, including use of project planning tools; excellent communication and computer literacy skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 47,322 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3025 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
