OBJECTIVES OF THE PROGRAMME

Located within the ODG, the mission of CRE is to systematically identify organization-wide risks, and by topic area, maintain a risk register record, evaluate it according to its likely impact and probability, and proactively have it managed by risk management owners. The CRE seeks to integrate internal control compliance into all policies and managerial decisions. The CRE ensures promotion and uphold of highest organizational standards of the Organization, its codes of conduct and core values. Through the ethics function CRE monitors that all staff observe and perform their functions consistent with the highest standards of integrity required under International Civil Service. The CRE liaises independently with internal parties across the different levels of the Organization, developing and presenting to the Director-General its annual work plan of delivery of compliance, risk management and ethics needs across the three levels of the Organization.


DESCRIPTION OF DUTIES


The incumbent will work in the Office of Compliance, Risk Management and Ethics (CRE) under the supervision of the Coordinator (Ethics), CRE. The incumbent is expected to provide support to the work of CRE's Ethics team to provide ethical advice and promote/uphold the Organization's ethical principles. The incumbent will support the Ethics team in research and analysis regarding conflicts of interest for staff members and external experts relating to ethics, as appropriate. The incumbent will in particular:


 


1. Monitor, review, and analyze staff members' requests of authorization for outside activities;


 


2. Prepare correspondence and technical documentation (e.g. declared conflicts of interests for staff and WHO experts and the review of WHO policies related to ethical behavior);


 


3. Conduct various research by conducting literature reviews, data collection, preliminary analysis and develop summaries of findings in text and presentation format;


 


4. Support the development of training materials for ethics to facilitate training of staff organization-wide;


 


5. Provide support related to advocating the promotion of high ethical standards with all staff, in consultation with the Coordinator, Ethics;


 


6. Collaborate with the Coordinator, Ethics to support the development of standard drafting and policy support activities, in an harmonized approach with other UN common system bodies;


 


7. Support the setting up of various meetings, including drafting of relevant meeting reports, as required;


 


8. Assist with problem solving on related matters, within the delegated responsibilities, as required;


 


9. Perform any other duties as assigned by the Coordinator (Ethics) and Director, CRE.


REQUIRED QUALIFICATIONS


Education


Essential : University degree in Law, relevant Ethics/Philosophy, Business Administration, Public Administration, Social Sciences or related field.


Desirable : Advanced level university degree in any of the subject fields mentioned above.


Experience


Essential : At least 5 years of national and international professional and progressive work experience in complex public and/or private institutions in ethics/conduct, human resources, accountability, conflict resolution, management of conflict of interest, and/or legal advice. Practical experience in providing individual advice, including legal advice, and in conflict of interest management.


Desirable : Experience in training and conflict management. Experience working in the ethics sector to have good understanding of policies and practices, rules and regulations.


Skills


Excellent written and spoken English, and ability to write documents and conduct research.


Good analytical and problem-solving skills.


Knowledge of standard databases and data management, with proven track-record in data management, and analytical ability.


Attention to details.


Ability to handle multi-tasking and work under stress and to tight deadlines.


Strong interpersonal and communication skills, tact and a high degree of confidentiality and discretion.


Proven ability to synthesize and summarize findings, and produce clear and concise reports and planning documents.


Proven ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain high standards of personal conduct.


Recognized relevant certification and knowledge of current best practices relating to ethics and conduct would be an asset.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 59,151 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3702 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
