MSF International is the legal entity that binds MSF’s 21 sections, 24 associations and other offices together. Based in Geneva, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

POSITION BACKGROUND

The diagnostic imaging working group (DIWG) serves to support all MSF operational centres. For X ray systems, MSF installs fixed, mobile or C- arm (for operating theatres) to support various programs in the field. The DIWG also conducts quality control of X ray images, provides advise on radiation safety and works together with the field to make sure X ray systems are appropriately used for patient care.

In 2019, the MSF MedOp platform (composed of the medical and operational directors of the Operational Centres) has endorsed a coordinated, intersectional, multi-country initiative to implement field-based Point-of-Care Ultrasound (POCUS) programs across MSF to ensure that clinicians, both national and expat, have the knowledge, guidance and access to proper and selective use of this diagnostic tool as part of the comprehensive management of patients, in remote and low-resource settings.  The DIWG is part of the intersectional POCUS project team.

S(H)e will report to the Diagnostic Network Leader.

OBJECTIVES OF THE POSITION

• To act as a diagnostic imaging advisor for both X-ray and ultrasound in medical/public health departments and project staff for all MSF sections


• To support the translation of the recommendations regarding diagnostic imaging for both X-ray and POCUS. For POCUS, within the objectives of the MEDOP POCUS strategic plan.

MAIN RESPONSIBILITIES

1.    Support implementation of MEDOP POCUS strategy, specifically:

• Support OC POCUS focal points to motivate and support health advisors/medical department staff and project teams on the implementation of US on hospital and clinic level


• Contribute to development of training packages for POCUS


• Undertake field-based implementation training in various OCs


• Participate in the MEDOP POCUS project meetings and discussions


• Participate in and contribute to POCUS research project discussions in OCs

2.    Support MSF projects in the rational choice and use of diagnostic imaging tools (X-ray and/or POCUS) in the field, including

• Support development of X-ray teaching tools adapted to MSF field contexts


• Promote and improve the quality of X-ray interpretation in MSF settings as part of good medical practice and quality of care

3.    Contribute to the development of MSF guidelines including the revision of X-ray manual, POCUS manual, etc

4.    Participate in and contribute to X-ray research project discussions in OCs including the use of novel tools such as computer assisted diagnosis (CAD) tools X-ray.

5.    Contribute as necessary to biomedical working group discussions on matters related to X-ray and POCUS equipment

6.    For both X-ray and POCUS, to promote and facilitate the use of telemedicine in MSF field sites

PROFILE REQUIREMENTS

• Medical doctor with extensive experience in X-ray interpretation as well as Accredited certification in ultrasound and full current board certification, OR


• Radiologist with full current board certification with continued experience in acquiring as well as reporting ultrasound exams.


• Fluent in French and English

Work experience

• Minimum of 2 years of working experience as a fully licensed physician
  o    With ultrasound fellowship or similar certification
  o    Minimum 2 years performing and interpreting ultrasound
  o    Minimum 2 years’ experience interpreting X-ray films independently


• Experience in training medical professionals


• Experience in tropical diseases and working in resource-limited settings

Specific skills

• Excellent networking and communication skills including proven ability of report/document writing in French and English


• Ability to motivate colleagues and to translate strategy and policy into operational practice in the field


• Flexibility to travel and to spend up to 60 % of time on work related travel to project sites and European headquarters


• Enthusiastic, motivated and independent; able to work with minimal supervision in challenging contexts


• Ability to work in a diverse international team


• Knowledge of the humanitarian world; commitment and passion for the goals and work of MSF


• Computer literacy: Microsoft Office is essential


• Prior research experience is desirable
